JOB TITLE: Public Policy Program Manager 

DIVISION: Public Policy 

LOCATION: 235 Montgomery Street, Suite 760, San Francisco, CA 94104 

REPORTS TO: Director of Public Policy


The Role

The Public Policy Program Manager is a core member of the Chamber's policy team, responsible for advancing advocacy priorities, leading high-impact programming, and helping shape how the Chamber engages with business and government leaders. This role requires both strategic thinking and strong execution — working closely with the Director of Public Policy to drive policy initiatives, develop programming that convenes influential stakeholders, and ensure the Chamber remains a leading voice on San Francisco's most pressing issues.


What You'll Do

Policy & Advocacy

  • Draft advocacy letters, policy positions, and briefing materials for the Chamber’s distribution, elected officials, members, and community stakeholders
  • Track, analyze, and interpret local and state legislation impacting the business community
  • Own and produce a weekly legislative digest, translating policy developments into clear insights for external audiences
  • Represent the Chamber in meetings, hearings, and public forums
  • Support strategy and execution for ballot measures and advocacy campaigns

Programming, Revenue & Stakeholder Engagement

  • Lead planning and execution of public policy programs, forums, and committee meetings
  • Support the development and execution of sponsorship strategy and revenue generation for public policy programming in partnership with the Director and other teams
  • Coordinate high-level convenings with business leaders, policymakers, and civic stakeholders, including advocacy trips to Washington, DC and other national/international destinations
  • Coordinate participation of elected officials and public sector stakeholders across Chamber programming
  • Collaborate with Membership and Marketing teams to align policy offerings and ensure content advances public policy priorities

Communications & Operations

  • Support the development of talking points, social media posts, policy summaries, member-facing materials, and content for speaking engagements
  • Help shape the Chamber's narrative across key initiatives, including economic development, housing, transit, and downtown revitalization
  • Maintain legislative trackers, policy program sponsorship tracking, and committee rosters
  • Manage multiple policy workstreams with competing deadlines across internal teams


What We're Looking For

  • 3–5 years of experience in public policy, government, campaigns, or advocacy; experience in campaigns, local government or an elected official's office preferred
  • Strong understanding of San Francisco political dynamics and policymaking processes
  • Exceptional writing skills, with the ability to independently draft clear, persuasive materials and synthesize complex information under tight timelines
  • Demonstrated ability to manage projects and drive initiatives from concept to execution, maintaining tracking systems across multiple workstreams
  • Experience supporting sponsorship, fundraising, or revenue-generating efforts, with comfort engaging external partners
  • High level of ownership and accountability; able to operate independently, manage up proactively, and keep leadership informed


Compensation & Benefits The base salary range for this role is $75,000 - $95,000, commensurate with experience. Benefits include medical, dental, vision, life insurance, 401(k) with employer match, and paid holidays, vacation, and sick leave.
