Note: The negotiable salary offer will be between $180,489.00 - $241,282.16, commensurate with education and experience.

Current Assignment 

BART is looking for an engineering leader to strengthen the reliability and performance of our 1,100 passenger railcar fleet. As our next Group Manager of Vehicle Maintenance Engineering, you’ll play a key role in keeping trains safe, reliable, and ready for the millions of riders who count on us. You will strategize to modernize the railcar fleet, and keep it compliant with the highest regulatory, operational, and safety standards.

In this role, you will lead three Vehicle Systems Engineering managers and their teams, work across departments, partner with outside suppliers and stakeholders, and support from day-to-day operations to long-term asset management. This role will assist with incident investigations, engineering projects, and executive decision-making. No two days are the same. You could be needed anywhere systemwide and may visit suppliers for inspections and requalifications.

Within Rolling Stock and Shops (RS&S), you will help strengthen Reliability-Centered Maintenance (RCM) and value-added engineering, improve fleet performance through reliability data and root-cause analysis, close out Requests for Engineering Information (REIs), tackle component obsolescence, and develop the technical guidance that helps our teams do their best work. Your efforts will help boost reliability, cut maintenance costs, and support continuous improvement across the fleet.

Pre-employment processing will include a background check. This requirement does not apply to current full-time District employees unless the position requires additional evaluations or clearances.

  1. Assumes full management responsibility for all assigned vehicle maintenance engineering programs and activities within the Rolling Stock and Shops Department; recommends and administers policies and procedures. 

  2. Manages the development and implementation of departmental goals, objectives, policies and priorities for each assigned Division.

  3. Establishes, within District policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.

  4. Plans, directs and coordinates, through subordinate level staff, the work plan for vehicle maintenance engineering staff; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.

  5. Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.

  6. Manages, defines, and coordinates engineering activities on the next new car order (306), for specification development.

  7. Directs the conduct of analytical studies pertinent to revenue vehicle maintenance engineering such as traction power, train control, communication and vehicle related auxiliary systems; reviews findings, alternatives and recommendations
     
  8. Monitors developments and legislation related to engineering matters; evaluates their impact on District operations.

  9. Recommends and implements equipment, policy and procedural improvements.

  10. Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

  11. Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

  12. Supports root-cause analyses for accidents or incidents. Interfaces with any investigating outside agency or internal investigating teams.

  13. Explains, justifies and defends departmental programs, policies and activities; negotiates and resolves sensitive and controversial issues.

  14. Represents the Vehicle Maintenance Engineering Group to representatives of governmental agencies and professional and business organizations; coordinates assigned activities with those of other departments and outside agencies and organizations.

  15. Provides staff assistance to the Chief Mechanical Officer; participates on various District management committees; prepares and presents staff reports and other necessary correspondence.

  16. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering.
Education:
Bachelor’s degree in an Engineering or closely related field from an accredited college or university.
 
Experience:
Six (6) years of (full-time equivalent) verifiable professional experience in vehicle preventive maintenance, inspection, and repair of transit vehicles or related experience which must have included at least two (2) years of management and administrative responsibility.
 
License or Certificate:
Registration as a professional engineer in the State of California preferred.Knowledge of:

  • Principles and practices of program development and administration
