Position Summary 


Under the supervision of the Compliance Officer, the Board Clerk will coordinate the administrative operations, compliance, and logistics for the Workforce Development Board and the San Diego Consortium Policy Board. This position performs a variety of highly responsible and specialized tasks, as well as complex administrative duties. The Board Clerk ensures the Board functions in full accordance with applicable laws, including the California Brown Act (Government Code § 54950 et seq.), which guarantees the public's right to attend, observe, and participate in the deliberations of local legislative bodies.


Essential Functions 


  • Prepares board meetings, including publication, and archiving of agendas, minutes, and public hearing notices in compliance with the Brown Act and other applicable regulations. 

  • Monitors and supports work product of Workforce Partnership departments as related to Board meetings and actions, providing guidance and working collaboratively to resolve issues, 

  • Prepares and processes a variety of documents for the Boards, including resolutions, legal notices, correspondence and public reports; edits and corrects documents for accuracy, content, and proper English usage. 

  • Ensures adherence to the California Brown Act and all public meeting laws governing open and transparent governance. 

  • Receives, processes, and responds to claims, legal actions, appeals, public comments, statements of economic interest, and other correspondence. 

  • Provides administrative support to boards, committees, and advisory groups as assigned. 

  • Maintains official archives, indexes information, logs data, tracks Board items, and performs ongoing monitoring functions. 

  • Answers questions, identifies resources, and serves as an information source for departments and the public regarding Board standards and procedures; refers complex or sensitive matters to the appropriate resource. 

  • Builds and maintains positive working relationships with co-workers, Board members, and the public using principles of good customer service.

  • Perform other related duties as assigned. 

  • Fundamental Job Requirements 



    • Bachelor’s degree in public administration, business administration or related field. 

    • Two to four (2 - 4) years of increasingly responsible secretarial or office administrative experience. 

    • Two to four (2-4) years of experience serving as a Clerk for a local public agency or legislative body. 

    • Working knowledge of the California Ralph M. Brown Act and public meeting laws and procedures. 

    • Proficiency in preparing and reviewing official governmental documents. 

    • Proficiency in reviewing and understanding regulatory or technical language. 

    • Ability to handle sensitive and confidential matters with discretion. 

    • Experience working in a non-profit or government environment. 

    • Strong attention to detail with the ability to proofread for accuracy, grammar, and proper English usage. 

    • Excellent organizational skills with the ability to manage multiple tasks, prioritize deadlines, and maintain thorough records. 

    • Strong interpersonal and communication skills, with a commitment to professional public service. 

    • Displayed ability to work with highly elected officials. 

    • Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel and PowerPoint.


    Desired Requirements 



    • Master’s degree in public administration, business administration or related field. 

    • One-year supervisory experience. 

    • Knowledge of Fair Political Practices Commission (FPPC) regulations, conflict of interest codes, and Form 700

    In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
