This position serves as an Operating Room Inventory Management Specialist in the Commodity Management Division with specialized focus on the Medical/Surgical Supplies of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) and with oversight of implant inventory in the assigned area(s).

Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers.

Responsibilities:
Manages the lifecycle of non-expendable assets in the VA HCS and supported catchment area. Specific duties performed in this capacity are:- Conducts short, mid and long-term advanced planning for new and replacement Non-expendable (NX) assets, utilizing enterprise-wide computerized planning tools.
- Research opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns.
- Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources.
- Determines the best purchasing and payment method to utilize, i.e., purchase card order, contract document, etc.
- Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders.
- Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve issues, such as inspections, installation, training and deployment of equipment.
- Coordinates final disposition of non-expendable (NX) assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method.
- Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions.
- Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders.
- Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices.
- Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment
- Manages and controls NX assets for a VA HCS and supported catchment area.
- Provides guidance on NX asset management and to all services and service lines.
- Acts as a central point of contact for the coordination of material support and the resolution of Logistics problems across organizational lines.
- Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly inspection program.
- Research causes and location of items not found during inventories; analyzes specific situations and determines specific facts comprising the equipment loss.
- Under the guidance of a supervisory or higher graded specialist, investigates to gather pertinent information and to render a decision that satisfactorily resolves the problem
- Maintains Equipment Inventory List (EIL) accounts.
- Assists delegated Custodial Officials on equipment acquisition, disposal, scanning and tracking of equipment for EIL Custodial Official inventories, providing oversight and project management.
- Schedules and conducts physical inventories (with a bar code scanner or other appropriate means) of all NX equipment.
