Maintaining efficiency and economy in operations management requires flexibility in job assignments. While each employee shall have a primary responsibility for the job in which that employee has been hired or later promoted to, each employee may be expected to perform other jobs from time to time.
SUMMARY:
The For-Hire Vehicle Administration (FHVA) is a San Diego Metropolitan Transit System (MTS) Department that administers and enforces rules governing for-hire vehicles (e.g., taxicabs, jitneys, charter, low speed, sightseeing, and non-emergency medical vehicles) for multiple cities in San Diego County. The FHVA goals are to ensure public safety and consumer protections, and to provide excellent customer service to permit holders and the general public.
Under the direction of the FHVA Regulatory Supervisor, Regulatory Inspectors patrol in marked MTS vehicles to enforce laws and regulations governing for-hire transportation services. They conduct inspections of permitted vehicles and drivers; verify permits, insurance, and driver credentials; document enforcement actions; issue warnings and citations; remove unsafe vehicles from service; and ensure regulatory compliance.
Regulatory Inspectors also coordinate with law enforcement, regulatory agencies, and industry stakeholders. Additional duties include investigating complaints, preparing reports, appearing in court when required, providing driver safety and compliance training, maintaining MTS pool vehicle records, and performing field and administrative responsibilities throughout FHVA service areas.

Essential Functions
- Enforces policies, regulations, ordinances and laws passed by the State of California and MTS governing vehicles for hire.
- Performs specialized vehicle inspections in public and private areas to ensure fitness for operations and ensures driver compliance.
- Gains vehicle permit holders’ compliance with respect to vehicle and regulatory requirements.
- Ensures safety inspections, DMV registration, insurance and other necessary forms for all permitted vehicles are complete and kept up-to date in the FHVA database.
- Issues administrative violation notices and citations as a public officer.
- Prepares comprehensive written reports on all violations and citations and testifies in court when subpoenaed.
- Ensures that for-hire vehicles are compliant with applicable local, state and federal safety standards and regulations.
- Investigates passenger complaints and ensures the MTS pool vehicles are properly maintained.
- Coordinates with regional law enforcement and regulatory agencies, and other industry stakeholders to ensure public safety and consumer protections.
- Provides driver safety awareness and compliance training.

Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies and regulations; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; ability to complete a variety of inspections, administrative tasks and enforcement activities for the FHVA department in a timely, accurate manner with minimal supervision; ability to interact in a professional and friendly manner with the general public, including people from diverse cultural backgrounds, and MTS employees; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire; ability to communicate effectively with individuals from various backgrounds; ability to operate independently, but also function well as part of a team; ability to exercise good judgment in making routine decisions; bilingual skills (English/Spanish) are highly desirable.
Physical Requirements
The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position. Duties will be performed primarily in the field and at the For-Hire Vehicle Administrative office. Travel to external locations and agencies may be required.
Experience/Education/Certificates/Licenses
Possess a high school diploma or GED. Prior experience in Code Compliance or Law Enforcement is required. Journey-level mechanic or automotive service experience and bilingual skills in English and Spanish are preferred, but not required. A combination of relevant education and experience may be acceptable. Must be bondable with no previous criminal record. Must be able to pass within three (3) months of hire, or have previously passed, an 832 PC POST Certified Course in Laws of Arrest. Must possess and maintain a valid California Driver License.
GENERAL:
Must satisfactorily pass all applicable post-offer examinations, including but not limited to a pre-employment physical conducted by an independent medical provider, a comprehensive criminal background check, and, when applicable, a pre-employment drug test as required by MTS Board Policy 35.
SALARY RANGE:
The anticipated starting pay for this position is between $50,000 - $55,000. This range represents the expected starting salaries for new hires, typically within the lower to mid-portion of the overall salary range, which encompasses the full potential earnings for the role. Salary offers are based on factors such as the knowledge, skills, abilities, and relevant experience of the successful candidate, while taking into account internal equity, budget constraints, and other market factors. This position is in salary grade #3, which has a minimum of $49,204 and a maximum of $69,869. Salary grades are typically adjusted annually to ensure they remain market competitive
