The Position
The purpose of this classification is to assist the Backflow Systems Inspector with enforcing the backflow/cross connection program within Water Distribution System. This includes overseeing inspections, maintenance and repairs of backflow prevention assemblies, ensuring compliance with regulations, and inspecting the installation, maintenance, and testing of water distribution system infrastructure.
Duties

Assists in maintaining the Utilities Backflow Prevention/Cross-Connection Program, ensuring compliance with local, state, and federal regulations utilizing an electronic records database.
Maintains the Utilities' approved list of certified backflow assembly testers, ensuring compliance with regulatory requirements
Keeps accurate records of tester certifications and ensures all test kit calibration documents are updated and renewed as required
Surveys and inspects both existing and new construction sites to verify the installation and proper function of backflow preventers.
Reviews and provides recommendations for approval of blueprints and drawings for new water system installations, verifying proper placement of hydrants, valves, backflow preventers (type, size, and location), mains, and meters.
Coordinates and inspects new water infrastructure installations performed by both internal crews and private contractors.
Monitors and assists with water pressure testing, chlorination, bacteria sampling, and water main installations.
Collaborates with engineering firms regarding water and backflow design changes.
Enforces compliance of GA EPD Minimum Standards for Public Water Systems, Local Ordinances, and Construction Standards and Details.
Operates a computer to enter, retrieve, or review or modify data in computer database; verifies accuracy of entered data; makes corrections as needed; uses knowledge of various software programs to operate a computer in an effective and efficient timely manner.
Prepares and processes various documents, including reports, testing notices, service termination notices, spreadsheets, and correspondence.
Responds to customer inquiries, including business owners and contractors, investigating and resolving issues related to backflow and water distribution.
Monitors and maintains key performance indicators (KPIs) related to backflow prevention compliance, testing completion rates, and system performance to support operational efficiency and regulatory adherence. KPI data to identify trends, potential issues, and areas for improvement within the backflow prevention program.
Communicates via phone, two-way radio, and in-person to provide information, relay messages, and respond to service requests.
Conducts / Attends meetings and provides updates on backflow and water distribution-related matters.
Stays informed on applicable laws, regulations, and industry advancements through professional literature, affiliations, and training sessions.
Additional Functions
Operates a motor vehicle for job-related duties.
May be required to be on-call, work weekends, holidays, special events, and overtime as needed

Minimum Qualifications
MINIMUM QUALIFICATIONS:
High School Diploma, or GED, supplemented by two (2) years previous experience or training involving maintenance, operation, installation, and or repair of water distribution infrastructure or equivalent experience.
Certificates, Licenses, Registrations
Must possess and maintain a valid Georgia Driver’s License. Must possess and maintain a valid GA Water Distribution System Operator or Class III Water Supply System Operator certification. Must also possess and maintain a valid GA Backflow Prevention Tester certification or ability to obtain within 12 months of hire. Will be required to obtain and maintain Confined Space Entry Certification within 6 months of hire.
Supervisory Responsibilities
This position does not carry any supervisory responsibilities. There are no subordinate supervisors or employees reporting directly or indirectly to this role, and no departments fall under its supervision.
