The San Bernardino Superior Court is seeking a highly skilled, detail-oriented, and strategically minded PROCUREMENT SPECIALIST to join our team. In this role, you will perform technical and complex procurement duties in support of Court operations. Responsibilities include overseeing competitive bidding processes, developing and managing contracts, ensuring compliance with procurement laws and policies, and providing guidance to departments on purchasing strategies and best practices.A strong candidate will be able to analyze procurement needs, evaluate vendor proposals, negotiate terms and pricing, and prepare clear and comprehensive procurement documents and reports. DEFINITION
Under general supervision, performs the full scope of purchasing functions including preparing, issuing, and soliciting bids and proposals; purchases a variety of materials, supplies, equipment and services for use by the Court from established and new vendors; analyzes pricing, master agreements, contracts, and data to determine reasonable and correct pricing; researches and evaluates vendors; responds to inquiries and interacts with Court management and staff, vendors, and the general public; coordinates assigned programs, projects, and services with other departments, divisions, and outside agencies; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Contracts and Procurement Manager and assigned supervisory or lead staff. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
This journey-level classification is responsible for independently performing the full range of moderately difficult to complex procurement functions requiring detailed knowledge of Court and Judicial Council contracting manuals and procedures. Positions at this level exercise sound judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
This class is distinguished from the Senior Procurement Specialist in that the latter performs the more complex work assigned to the series and provides technical and functional direction over Procurement Specialists.

- Ensures compliance with Judicial Branch Contract Law, Trial Court Policies and Procedures, State and Federal Laws, ordinances, rules and regulations, and Court policies and procedures.
- Receives, reviews and processes purchase requisitions to verify completeness and accuracy of item descriptions and pricing for requested products, supplies and services; ensures compliance with all policies and procedures; confers with departments to obtain additional required information and resolves questions regarding specifications and scope of work statements; verifies document type to ensure proper processing; completes procurement summaries and checklist as required, creates purchase orders for approval and sends approved purchase orders to vendor for fulfillment; tracks materials delivery and processes receipt of goods.
- Conducts research to identify potential sources and suppliers for specified products; obtains written price quotes and data on comparative price, quality, availability, terms, and delivery; analyzes quotes received for accuracy and completeness; recommends suppliers for award of informal and other bids in accordance with all Court policies and procedures; places orders for materials and supplies; authorizes modifications to purchase orders and substitution of items to ensure timely delivery and appropriate quality and quantity of materials and supplies.
- Creates and maintains vendors in Court vendor database; answers questions from potential vendors, suppliers and other Court staff regarding Court purchasing policies and procedures; validates all legally required forms are completed and entered into the system.
- Responds to questions regarding invoice, purchase order and payment policies, procedures and the status of specific billing and payments; works with departments and employees to resolve issues regarding the application of Court policy.
- Participates in the development and implementation of routine or existing contractual agreements and documents, including blanket purchase orders, performance schedules, and specifications; evaluates and makes recommendations on the revision of statements of work, contractual terms, and conditions as appropriate.
- Drafts, assembles, distributes and tracks Requests for Quotations, Request for Proposals, Invitation for Bids, and other vendor solicitations; attends pre-bid briefings and formal bid openings; assists Court departments and staff in the preparation of scope of work documents; tabulates bidder ratings following established policies and procedures; notifies bidders of results; and facilitates formal appeals process.
- Maintains required files and records; attends meetings; participates in Court training.
- Verifies and reviews forms and reports for completeness and conformance with established regulations and procedures; applies departmental and Court policies and procedures in determining completeness of forms, records, and files.
- Organizes and maintains accurate and detailed databases, spreadsheets, files, and records, verifies accuracy of information, researches discrepancies, and records information; ensures compliance with established records retention schedules including archiving, scanning, and destructing files.
- Provides information and general assistance to Court staff and vendors regarding procurement rules, policies, and procedures; provides backup for other department office staff when needed; provides procedure guidance to staff as assigned.
- Participate in committees and task forces, as assigned.
- Observes and complies with all Court and mandated safety rules, regulations, and protocols.
- Performs related duties as required.
QUALIFICATIONS
Education and Experience:
Any combination of education, training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
- Equivalent to completion of the twelfth (12th) grade.
Experience:
- Two (2) years of purchasing/procurement experience including the buying of goods and services.
Licenses and Certifications:
- Possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Court sites within the County geographic area; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
