WE ARE HIRING: BUSINESS SYSTEMS ANALYST

The Superior Court of California, County of San Bernardino, seeks a strategic and proactive Business Systems Analyst to lead technology initiatives that support evolving court operations. The ideal candidate will have experience managing projects from planning to delivery, ensuring alignment with business goals, timelines, and budgets.

This role requires strong communication and leadership skills to guide cross-functional teams, manage stakeholder
expectations, and mitigate risks. Key responsibilities include project scheduling, resource coordination, risk analysis, and quality assurance, with expertise in Agile or Waterfall methodologies. The analyst will play a vital role in strengthening internal partnerships and streamlining requirements-gathering processes to drive innovation and operational efficiency.

Certifications such as PMP (Project Management Professional) or CSM (Certified ScrumMaster), along with experience in the public sector, are highly desirable but not required.

ABOUT THE POSITION

Under general direction, the Business Systems Analyst plans, coordinates and leads medium to large scale information technology projects through the project lifecycle that deliver value to the court. Responsibilities include conception and initiation, cost benefit analysis, definition, and planning, launch and execution, monitoring and controlling, and close-out. The analyst evaluates, designs, maintains, and recommends enhancements, replacements, and new solutions; consults with departments and end users to gather data, analyze, document, and evaluate functional requirements; mentors team members in following industry standard business process engineering and project management methodologies and internal procedures, provides administrative support, including budget management and procurement coordination to the department and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned supervisory or management personnel. Exercises no direct supervision over staff. 

CLASS CHARACTERISTICS

This journey-level classification is responsible for analyzing functional requirements, selecting solutions, and managing medium to large scale technology projects. Incumbents must operate with a high degree of independent judgment, tact, and initiative, applying full proficiency in their assigned areas. This position provides analytical support to both internal IT staff and external business units.

  1. Plans, organizes, and defines technology project requirements, methods, and objectives in consultation with end users; performs risk assessments; impact analyses, stakeholder analyses, and draft process documentation; coordinates project activities with team members, other information technology divisions, user representatives, and outside vendors.
  2. Collaborates with managers, users, and development teams to identify and document user business requirements, priorities, processes, and data requirements; defines project scope for approval; works with application teams to create system and program specifications, diagrams processes and data flows, and prototypes for approval; conducts project status meetings with project teams, including; managers, stakeholders, and users. 
  3. Ensures that technology projects adhere to project management principles and methodologies; provides tracking support to align department wide demand and capacity needs.
  4. Conducts cost benefit analysis, tracks project budgets, service level agreements, and schedules; monitors project progress and ensures project goals and agreement requirements are met.
  5. Participates in the development of project management toolkits and methodologies used by information technology staff and others. 
  6. Interviews, analyzes, and documents end user work processes and consults with related teams for infrastructure and system requirements; conducts technical reviews; develops or refines specifications; designs, recommends, implements, and evaluates upgrades, expansions, and solutions.
  7. Develops requests for proposals and qualifications for professional services; evaluates proposals and recommends project award; develops and reviews contract terms and amendments; ensures contractor compliance with Court and department standards and specifications.
  8. Prepares and updates comprehensive technical documentation for application projects including workflow models, specifications, database requirements, and other project development and implementation documentation.
  9. Stays current with emerging technology trends and innovations in IT operations; researches, evaluates, and recommends vendor solutions and technologies; works with staff to maintain, revise, or improve systems. 
  10. Assists in the development and implementation of technology-related protocols, policies, procedures, and operating standards
  11. Analyzes and optimizes business processes to improve efficiency, eliminate redundancies, and enhance system usability.
  12. Conducts user experience (UX) testing and gathers usability feedback to enhance application functionality.
  13. Ensures system implementations and enhancements comply with cybersecurity best practices, data privacy regulations, and legal requirements.
  14. Writes and maintains technical documentation; supports the development of training materials and programs for end-users and stakeholders.
  15. Represents the department on court-wide committees; provides expert guidance on technical options; presents solution/options to stakeholders. 
  16. Observes and complies with all Court and mandated safety rules, regulations, and protocols.
  17. Provides general administrative support to the department, including vendor management, procurement, and budget tracking.
  18. Performs related duties as required.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

  • Bachelor’s degree from an accredited college or university with major coursework in management information systems, computer science, business, or closely related field.

Experience:

  • Three (3) years of progressively responsible experience performing business systems analysis, requirements gathering, end-user acceptance testing, process mapping and workflow diagramming, documenting business rules, writing specifications, developing procedures to enhance system performance, conducting feasibility studies, and performing cost-benefit analysis.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.
