The Office of the Auditor-Controller/Treasurer/Tax Collector (ATC) is seeking highly experienced and motivated Enterprise Business Systems Analyst – ATC* professionals with strong knowledge of enterprise systems, infrastructure, cloud architecture, and project leadership who can analyze complex business needs and design innovative technology solutions that align with strategic business objectives.
The ideal candidate will demonstrate the ability to evaluate existing systems, assess business and technical risks, develop enterprise architecture strategies, and recommend scalable, secure, and sustainable solutions that support long-term organizational growth, business continuity, and cross-departmental collaboration. The successful candidate will serve as a trusted advisor to executive leadership and stakeholders by providing strategic guidance on enterprise architecture, technology modernization, digital transformation initiatives, and business process improvements while ensuring alignment with County standards, policies, and enterprise technology roadmaps.
Enterprise Business Systems Analyst– ATC professionals serve as Business Project Leads and enterprise technology advisors responsible for leading complex, cross-functional initiatives from concept through implementation while ensuring successful project delivery, governance, and long-term operational support. These professionals are experts in:
- Leading enterprise technology initiatives by managing project planning, governance, scope, schedules, budgets, resources, risks, change management, and successful project delivery using industry-standard project management, enterprise architecture, and Software Development Life Cycle (SDLC) methodologies.
- Analyzing business needs and designing enterprise solutions by evaluating current systems, identifying business and technical requirements, assessing risks, and developing scalable, secure, resilient, and sustainable architectures that align with County standards, strategic objectives, and long-term technology roadmaps.
- Collaborating with executive leadership, business stakeholders, technical teams, vendors, and external partners to provide strategic guidance, facilitate consensus, manage vendor relationships and procurement activities, present executive-level recommendations, and ensure successful implementation of enterprise initiatives.
- Leading cross-functional teams and organizational change efforts by mentoring staff, coordinating technical and business resources, supporting stakeholder engagement, user adoption, training, transition to operations, and fostering collaboration across multiple departments and disciplines.
- Managing enterprise solutions delivery and operational readiness by overseeing system integration, testing strategies, deployment planning, implementation, post-production support, continuous service improvement, and initiatives that enhance enterprise data sharing, system integration, and Countywide operational effectiveness.
- Driving strategic technology planning and business value by developing modernization roadmaps, defining project success metrics and Key Performance Indicators (KPIs), evaluating solution effectiveness and return on investment, and providing subject matter expertise to support the ongoing evolution of enterprise business systems and infrastructure.

Availability: Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required.
Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.
