The Department of Public Health, Black Infant Health (BIH) Program is recruiting for a Community Outreach Liaison* who will function as a lead worker with responsibility for planning, implementing, and evaluating health promotion and education projects. The BIH Program provides culturally relevant, client-centered, strength-based and cognitive skill building services to eligible African-American participants for improving maternal and child health. Program specific duties include community outreach; development of BIH Recruitment Plan; and cultivating partnerships with medical and community service providers that serve as primary referral sources.

Black Infant Health Program
Within a culturally affirming environment and honoring the our unique history, the Black Infant Health (BIH) Program uses a group-based approach with complementary client-centered case management to help women develop life skills, learn strategies for reducing stress, and build social support. BIH participants participate in weekly group sessions, supported by one-to-one case management, designed to help access their own strengths and set health-promoting goals for themselves and their babies.

CONDITIONS OF EMPLOYMENT 

Travel: Travel throughout the County may be required to perform duties off-site as needed. Employees may be required to make provision for transportation and use personal vehicles (mileage reimbursement is available). 
Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening. 
Visa Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
Shift Availability: Incumbents may be required to work occasional evenings and/or weekends depending on assignment. 
Disaster Service Worker: Positions in DPH are designated Disaster Service Workers and may be scheduled to work after-hours, weekends and holidays to cover emergency response.Applicants must possess all of the following:  
 
Education: Possession of a Bachelor's degree (or higher) from an accredited college or university program in Social Work, Public Health, Nursing, Education, Health Education, or other health related or social science field.

Experience:  
One (1) year of full-time experience in community-based organizations, participating in planning, developing, and implementing health promotion and education services.
The ideal candidate will possess strong knowledge, understanding and respect of the values, beliefs and unique needs of African-American women and the African-American community. Additionally, the ideal candidate will possess excellent written and verbal communication skills, and socio-cultural experiences. Further, it is imperative that the candidate fully embraces and supports the BIH Governing Concepts of cultural competence, client-centered, strength-based, and cognitive skill building approaches.  

The ideal candidate will also possess:
  • Master's degree in a qualifying field of study.
  • Certified Health Education Specialist (CHES) and/or the Master Certified Health Education Specialist (MCHES) certification.
  • Two (2) to Three (3) years of experience in a community-based organization implementing health promotion and education services.
