Job Title: Environmental Manager - Construction Site (Bilingual English/Korean)

We are currently seeking a highly experienced Environmental Manager (at Construction Site) to join our dynamic project control team for a major semiconductor foundry project in Taylor, Texas. This is a critical role responsible for environmental compliance and management activities at construction site located in Taylor, Texas. This role manages permit compliance (SWPPP, hydrotest water discharge, etc), spill prevention (SPCC), waste management, fugitive dust control, environmental incident response, and headquarters environmental reporting, while serving as the primary point of contact with the owner's environmental department on all site-related environmental matters.


Key Responsibilities

1. Permit Compliance Management

  • TPDES Construction General Permit (SWPPP – Storm Water Pollution Prevention Plan):
  • Manage weekly third-party inspections and follow up on corrective actions for non-conformities
  • Maintain SWPPP Best Management Practices (BMPs)
  • Maintain inspection reports and corrective action logs in preparation for unannounced regulatory inspections
  • Manage permit renewal on a 5-year cycle (next renewal due 2028)
  • In the event of a pollutant discharge exceeding reporting thresholds, coordinate with the owner's environmental department and carry out reporting procedures required by permits and regulations
  • Hydrotest Water Discharge General Permit:
  • Manage compliance with the hydrotest process established by the owner's environmental department
  • In the event of non-compliance, coordinate with the owner's environmental department and carry out required reporting procedures

2. SPCC (Spill Prevention, Control & Countermeasure) Plan Implementation

  • Manage monthly third-party inspections and follow up on corrective actions
  • Conduct annual SPCC training for subcontractor fuel storage tank managers

3. Waste Management

  • General Waste: Manage placement, exchange, and removal of roll-off boxes through designated (directly contracted) vendors
  • Regulated Waste: Manage waste illegally dumped within company-managed areas or where the generator cannot be identified
  • Maintain working knowledge of applicable regulations (Waste Classification, Texas Waste Code, etc.)
  • Arrange legal disposal through specialized designated-waste vendors; make final determinations on items such as waste codes and EPA ID numbers, as vendors provide general advice only
  • Maintain waste volume records required for monthly overseas environmental performance reporting to headquarters

4. Shared/Common Area Management

  • Maintain cleanliness of shared worker facilities managed by the company, including temporary restrooms and rest areas

5. Fugitive Dust Management

  • Manage fugitive dust at a level comparable to urban construction sites, given proximity to operating production buildings, per owner requirements
  • Establish and implement fugitive dust control measures; report status and improvement actions as requested by the owner

6. Environmental Incident Response

  • Report incidents to regulatory authorities, the owner, headquarters, and internally
  • Coordinate with the owner's environmental department on regulatory reporting requirements
  • Take measures to contain spill of any contaminants(e.g., diesel, gasoline, etc) and prevent expansion of impact, mobilizing all available resources including third parties, subcontractors, and company resources

7. Headquarters Reporting

  • Monthly Environmental Performance Closing: Input waste generation/recycling volumes, water usage/recycling volumes, and greenhouse gas emissions data into the reporting system; obtain project manager approval
  • Semiannual Environmental Level Assessment: Primarily conducted remotely via submission of requested documentation to headquarters; support in-person assessments when headquarters representatives visit the site
  • Environmental Management Plan: Establish and revise (annually) the site's environmental management plan, referencing prior project environmental management plans

8. Owner (Client) Response

  • Respond to the owner's environmental department inquiries, requests, and findings based on environmental regulations and contract requirements

9. Environmental Management Plan and Training

  • Draft, review, revise(yearly) and finalize Environmental Management Plan, including but not limited to the aforesaid tasks.
  • Give employees and workers from the company and vendors environmental training session on a monthly basis


Qualifications

  • Bilingual proficiency in Korean and English required (both spoken and written)
  • Minimum 10 years of experience in construction industry
  • Ability to review U.S. federal and Texas state environmental regulations (e.g., TPDES, SPCC, RCRA, Texas Waste Code) and apply those to the work.
  • Ability to work on-site full-time at the Taylor, Texas project location
  • Ability to use MS office software


Preferred Qualifications

  • Experience working with Korean corporations or on Korean-affiliated construction projects
  • Working knowledge of U.S. federal and Texas state environmental regulations (e.g., TPDES, SPCC, RCRA, Texas Waste Code)
  • Experience in environmental management on construction sites
