Catholic Charities of East Tennessee is seeking a compassionate and dynamic Program Leader to oversee Samaritan Place, our emergency shelter program serving seniors experiencing housing instability and crisis. Samaritan Place provides safe shelter and supportive case management services that help residents transition into stable, permanent housing.

What You'll Do

As the Program Leader, you will oversee all aspects of shelter operations, ensuring residents receive high-quality services in a safe, welcoming environment.

Key Responsibilities

  • Plan the delivery of the overall program and its activities in accordance with the mission and the goals of the organization
  • Create and/or maintain up-to-date Program Policy Manual
  • Develop an annual budget and operating plan to support the program
  • Recommend funding proposals for the program to ensure the continuous delivery of services
  • Ensure that program activities operate within the policies and procedures of the organization
  • Ensure that program activities comply with all relevant legislation and professional standards
  • Develop forms and records to document program activities
  • Oversee the collection and maintenance of records on the clients of the program for statistical purposes according to the confidentiality/privacy policy of the organization
  • Provide a safe environment for staff, clients, and volunteers and report any safety concerns to the Manager of Programs
  • Collect, control, and enforce acceptance of rent payments, service fees, house rules, and lease compliance, as applicable
  • Maintain facility through monitoring and arranging for maintenance requests
  • Complete grant funding requirements in timely and accurately
  • In consultation with the Manager of Programs and HR Manager, recruit, interview, and select qualified program staff, including volunteers
  • Direct, plan and coordinate the work of the program staff including supervision and evaluation, training, and team building
  • Organize and attend weekly departmental meetings to maintain effective communication
  • Ensure adequate and qualified staff to carry out the program activities
  • Be on-call for emergencies or arrange for 24/7 on-call coverage for emergencies
  • Write reports on the program for management and for funders
  • Communicate with funders as outlined in funding agreements
  • Ensure that the program operates within the approved budget
  • Provide required information to have invoices generated and submitted to funders according to the established timelines
  • Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework
  • Hold and/or attend regular staff meetings and use all forms of communication effectively
  • Build relationships with community stakeholders to advance the mission and fundraising goals of the program
  • Collaborate with the Development staff to create marketing and communication materials that promote the program

What We're Looking For

The ideal candidate is a strong leader who combines compassion with sound operational and administrative skills.

Qualifications:

  • Bachelor's degree in Social Services or a related field preferred; relevant experience may be considered in lieu of a degree
  • Three to five years of leadership, program management, or human services experience
  • Experience in shelter services, residential programs, social services, or related environments preferred
  • Strong communication, organizational, and problem-solving abilities
  • Proficiency with Microsoft Office applications, including Word, Excel, and Outlook
  • Ability to build collaborative relationships with staff, residents, community partners, and funders

Requirements:

  • Ability to lift and move up to 40 pounds
  • Flexibility to work occasional evenings, weekends, holidays, and alternate shifts as needed
  • Ability to pass all required screenings
  • Maintain required certifications and training
  • Regular and reliable on-site attendance
  • Commitment to supporting the mission, values, and teachings of the Catholic Church

Pay: $46,600.00 - $54,300.00 per year
