Under limited supervision of a Battalion Chief, manages day to day operations of fire suppression and emergency medical services for the Salt River Pima-Maricopa Indian Community on an assigned shift.  This job class is treated as FLSA Non-Exempt and considered a DRIVING position.

Essential Functions:  (Essential functions may vary among positions, but may include the following tasks, knowledge, abilities, skills, and other characteristics.  This list of tasks is ILLUSTRATIVE ONLY and is not intended to be comprehensive listing of tasks performed by all positions in this classification).1. Coordinates/directs fire suppression, emergency medical service, and rescue activities during assigned shift, including assigning resources necessary to mitigate hazardous incidents.

2. Conducts inspections on fire stations and equipment on a periodic basis to ensure that all tools, equipment, and related facilities and materials needed for fire suppression and emergency medical service calls are clean, properly stored, and fully functional at all times.

3. Directs fire suppression efforts at the fire scene to facilitate the efficient, effective, and safe deployment of staff and equipment to properly control the fire.

4. Administers emergency medical care using accepted guidelines and procedures of advanced life support.

5. Conducts day to day training, including physical conditioning sessions for employees.

6. Evaluates employees’ skills/performance levels to ensure that established standards for operation are met and prepare periodic reports of fire/emergency medical service operations.

7. Provides assistance to personnel under stress to incidents; works with employees to correct deficiencies; implements discipline procedures when necessary.

8. Recommends and assists in the implementation of goals and objectives; implements and positively reinforces SRPMIC and departmental policies and procedures.

9. Insures adherence to all code, rules, policies, and procedures by staff; takes proper action when not followed.

10. Demonstrates continuous effort to improve operations, decrease turnaround time, and streamline work processes and work cooperatively to provide quality customer service.

11. Prepares for/conducts fire prevention inspections for a variety of commercial and residential structures and provides public education programs and events.

12. May be assigned primary responsibility over one of the following areas: 

  • EMS operations for SRPMIC, and is primarily responsible for EMS classroom training activities (BLS, ACLS, PALS, ATLS, CPR, etc.). Ensures the EMS services reflect the most current technology and service delivery methods. Acts as a liaison between SRFD and outside agencies regarding EMS activities, procedures and policies. Assist with preparation and administration of the EMS annual budget, preparing cost estimates and forecasting for equipment and needs. 
  • Training programs for the department, to include the primary responsibility for ensuring fire department personnel are proficiently trained to perform their assigned tasks, meet the minimum national and state standards of training and to make sure all personnel are current for certifications necessary to perform their functions. Plans, organizes, instructs, and directs the department’s training activities for fire department personnel. Attends and participates with other agency, committees and professional groups meetings. Performs training and evaluations of line personnel and performs research and implements training programs. 
  • Public Education Coordinator under the direction of the Fire Marshall performs specialized community outreach and fire safety duties relating to Public Education, Community Relations, GIS assistance. Oversees recruiting for the Salt River Fire Department, including attending community events for youth and senior groups. Assist with PIO activities. Contributes substantially in the development and implementation of the Fire Prevention Bureau Standard Operating Guidelines, as well as adhering to the Community’s Policies and Procedures. 
13. Performs other job-related duties that enhance and facilitate departmental operations.

Knowledge, Abilities, Skills and Other Characteristics:  

  • Knowledge of fire suppression principles, methods, techniques, and practices.
  • Knowledge of general management principles, including employee supervision and training.
  • Knowledge of the incident command procedures (Blue Card)
  • Knowledge of equipment requirements for effective fire suppression.
  • Knowledge of emergency medical services practices and techniques.
  • Knowledge of the purpose, current issues, projects, organization, standard operating guidelines, and employee responsibilities of the Fire Department.
  • Knowledge of fire prevention practices and procedures.

  • Skill in directing fire suppression activities at a fire scene.
  • Skill in preparing and conducting employee training programs.
  • Skill in evaluating staff to determine if fire and emergency medical services meet established standards.
  • Skill in identifying and addressing organizational conditions which may lead to liability of inefficiency.
  • Skill in listening well, and communicating effectively with employees and members of the public having varying education backgrounds and values.
  • Skill in public speaking and presentations. 
  • Skill instructing others, using both technical and non-technical language as appropriate to provide customer service (and/or fire code enforcement explanations) to those for whom the subject matter is unfamiliar and /or difficult to understand.

  • Ability to establish and maintain effective working relationships with staff, community administration, and the public.
  • Ability to understand and interpret complex standards, regulations, and guidelines.
  • Ability to respond with tact, composure, and courtesy when dealing with others.
  • Ability to organize projects and tasks on a daily basis.
Education: Associates degree in Fire Science Technology, or approved related field; Bachelor’s degree preferred.

Experience: Three (3) years of continuous service with the Salt River Fire Department; OR 5 years of continuous service with another career fire department as a Captain in good standing. Must have successfully completed and participated in the Captain Trainee Program (Acting Captain Program).   

Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

  • Must possess and maintain a valid Arizona Operator’s license. 
  • Certification as an Arizona Fire Fighter 1 and 2 in addition to having a current Emergency Medical Technician  or Certified Emergency Paramedic certification.  
  • Non-SRFD applicants will be required to meet the internal qualifications to be considered for promotion to operational Captain positions.
