AVAILABLE BEFORE 7/11/2026

Location: Salem Hospital, 890 Oak Street SE, Salem, OR 97301

Department: Information Services Administration

Position Type: Full Time, 40 hours/week, Exempt

Schedule: 8:00 am – 5:00 pm, Monday – Friday, rotating responsibility for 24/7 on-call

Your role with us

The Deputy Technology Officer plays a mission‑critical leadership role at the helm of infrastructure and digital workplace operations. As a senior partner to the Chief Technology/Information Services Officer, you will help shape and execute long‑term technology strategy—advancing resilience, modernizing systems, and enabling scalable, secure growth across the organization.

This is a highly influential, hands‑on leadership role overseeing approximately 35 team members, including managers of systems operations, network/telecom, and the digital workplace. You will guide multifunctional teams across cloud, on‑prem, and hybrid environments, ensuring that every core system—from compute and storage to unified communications and collaboration platforms—operates reliably and aligns with organizational strategy.

Beyond operations, this role is a strategic catalyst. You will evaluate emerging technologies, integrate modern workplace tools, lead wide-area network (WAN) modernization, and build enterprise resiliency in service of initiatives such as minimum‑viable‑hospital readiness and ransomware preparedness. You will collaborate deeply across clinical and non‑clinical teams, including Epic analysts, business applications, facilities, environmental services, service desk, and senior leadership, ensuring that every department has the systems, performance, and security they need.

Given its visibility and scope, this role is ideal for a leader with both strong technical bench depth and highly developed people‑leadership capabilities—someone who can mentor seasoned experts, foster engagement, resolve conflicting perspectives, and champion a culture of collaboration rather than command‑and‑control.

What you'll do

Strategic Leadership & Innovation

  • Partner with the CTO/CISO to define and operationalize long‑term infrastructure and digital workplace strategies.
  • Lead the development of strategic A3s for your division and drive execution across multiple initiatives.
  • Maintain and evolve strategy maps for infrastructure functions.
  • Stay current on workplace, infrastructure, and cloud trends; evaluate emerging technologies and integrate solutions aligned with business outcomes.
  • Advance organizational resiliency initiatives, including preparedness for natural disasters, cyber threats, and system recovery.

Team & Resource Leadership

  • Lead a division of ~35 employees, including three managers and technical teams spanning networking, systems operations, and the digital workplace.
  • Provide coaching, mentoring, and development pathways, especially for high‑tenure teams with diverse viewpoints and skill sets.
  • Foster a leadership culture centered on collaboration, listening, and frontline engagement—not top‑down directive management.
  • Support retention, succession planning, and healthy team dynamics.
  • Oversee consultants and vendor relationships across reporting departments.

Operational Excellence

  • Ensure reliable, secure operation of all core IT infrastructure and services across cloud, on‑prem, and hybrid environments.
  • Oversee platforms including compute, storage, telecom, WAN, networking, endpoints, unified communications, Microsoft 365, collaboration tools, and digital workplace solutions.
  • Manage capacity, resource allocation, and day‑to‑day service performance.
  • Lead and mature disaster recovery processes and testing.
  • Drive modernization of WAN technologies to increase resiliency and performance.
  • Identify and remediate technical debt through proactive monitoring and structured assessments.
  • Support the service desk through strong alignment, clear communication, and operational readiness.

Financial & Vendor Management

  • Oversee division budgets and capital planning activities.
  • Lead cost‑savings initiatives with measurable process and outcome metrics.
  • Ensure vendors meet SLA expectations and deliver cost‑effective, high‑quality services.

Security, Risk & Compliance

  • Partner with Information Security to ensure all infrastructure and workplace platforms align with cybersecurity standards.
  • Maintain compliance with regulatory and accrediting bodies (e.g., CMS, Joint Commission, HIPAA).
  • Support organization‑wide risk management practices and system hardening.

Continuous Improvement

  • Apply Lean/Kaizen methodologies to drive measurable improvements in operations, efficiency, and user experience.
  • Act as a Lean Sensei for multiple team members, fostering a culture of learning and continuous improvement.

Leadership On‑Call

  • Participate in the enterprise‑wide IS leadership on‑call rotation (approximately every 16 weeks).
  • Provide high‑level decision support for critical after‑hours incidents and escalations.

What we're looking for

Background & Experience

  • Deep technical background with a strong foundation in at least one core discipline: server operations, network engineering, telecom infrastructure, cloud systems, or large‑scale systems operations.
  • Progressive experience that demonstrates both technical competency and leadership capability—not exclusively long‑tenured management without hands‑on technical grounding.
  • Experience leading large teams or multi‑manager structures.
  • Demonstrated success partnering across complex organizations, particularly in healthcare or other highly regulated industries.

Leadership & Behavioral Strengths

  • A collaborative, people‑centered leadership style that values input from frontline experts.
  • Ability to navigate differing opinions, especially among highly skilled, high‑tenure technical staff, with diplomacy and clarity.
  • Strong relationship‑building skills across clinical, technical, and operational teams.
  • Comfort balancing strategic vision with operational needs, jumping in where needed to “keep the lights on.”
  • High emotional intelligence, sound judgment, and the ability to establish trust quickly.

Technical & Strategic Abilities

  • Strong understanding of modern infrastructure (cloud, hybrid, network, compute, storage) and digital workplace platforms.
  • Ability to evaluate emerging technologies and align them with organizational strategy and real‑world constraints.
  • Experience managing large‑scale refresh cycles, forecasting multi‑million‑dollar equipment lifecycles, and aligning modernization with budget and strategy.
  • Familiarity with resiliency planning, disaster recovery, and enterprise risk management.
  • A balanced orientation toward technical depth, operational excellence, and people leadership.

Required qualifications

  • Master's degree.
  • Eight years of professional experience within technology, preferably in a hospital or clinical setting.
  • Five years of experience in management of complex projects and implementation of systems.
  • Five years of experience managing projects and/or applications.
  • Three years of manager or director-level experience.
