VICE PRESIDENT OF RECRUITMENT

Full Time/Part Time Regular Full Time Total Hours Per Week 35 From Salary $135,000.00 To Salary $140,000.00

Job Summary: The Vice President of Recruitment is responsible for the strategic leadership and oversight of agency-wide talent acquisition, workforce planning, recruitment operations, and onboarding initiatives. Reporting to the Chief Human Resources Officer, this position develops and implements innovative talent acquisition strategies that support organizational growth, workforce stability, succession planning, and the recruitment of highly qualified employees across multiple service lines.

The Vice President serves as the agency's recruitment leader and a key member of the Human Resources leadership team. This position partners closely with executive leadership, program leadership, Human Resources, and Organizational Learning & Employee Development (OLED) to strengthen workforce pipelines, enhance the candidate and onboarding experience, and proactively address current and future workforce needs.

Duties & Responsibilities

Recruitment & Workforce Strategy

  • Lead agency-wide recruitment and workforce planning initiatives.
  • Develop and implement innovative recruitment strategies to address staffing shortages and hard-to-fill positions.
  • Build partnerships with colleges, universities, community organizations, and workforce programs.
  • Oversee recruitment advertising, employer branding, social media recruitment, applicant tracking systems (ATS), recruitment technologies, and vendor relationships.
  • Identify and implement sourcing strategies that expand candidate pools and improve recruitment outcomes.
  • Represent the agency at job fairs, networking events, workforce development initiatives, and community outreach activities.
  • Monitor and analyze recruitment metrics, including vacancy rates, applicant flow, source effectiveness, time-to-fill, quality of hire, offer acceptance rates, turnover trends, and recruitment effectiveness.
  • Continuously evaluate and improve recruitment processes to increase efficiency and enhance the candidate’s experience.
  • Monitor recruitment metrics including vacancy rates, time-to-fill, applicant flow, turnover trends, and hiring effectiveness.

Workforce Planning & Retention

  • Partner with executive leadership to develop long-term workforce planning strategies.
  • Analyze workforce trends and labor market conditions to identify current and future staffing needs.
  • Develop and implement employee retention initiatives that support workforce stability.
  • Analyze turnover data and recommend strategies to improve employee retention.
  • Collaborate with OLED to strengthen onboarding, career development, leadership development, and succession planning initiatives.
  • Support initiatives that enhance employee engagement, professional development, and organizational commitment.

Leadership & Operations

  • Supervise the Talent Acquisition Director and Human Resources Administrator.
  • Provide leadership, coaching, and accountability for recruitment staff.
  • Develop and manage recruitment-related budgets, contracts, and vendor relationships.
  • Prepare and present recruitment, retention, and workforce planning reports to executive leadership and Board committees as requested.
  • Collaborate with Human Resources leadership regarding workforce trends, salary competitiveness, succession planning, and staffing challenges.
  • Serve as a strategic advisor to executive leadership on talent acquisition and workforce planning matters.
  • Participate in strategic workforce planning initiatives agency-wide.
  • Maintain compliance with all applicable federal, state, and local employment laws and regulations.
  • Perform other duties as assigned.

Education & Experience

Education & Experience:

  • Bachelor’s degree required. Master’s degree preferred in Human Resources, Business Administration, Human Services, Organizational Development, or a related field.
  • Minimum of 3–5 years of progressively responsible leadership experience in talent acquisition, recruitment operations, workforce planning, or staffing strategy required
  • Minimum of three (3) years of experience managing recruitment teams and talent acquisition functions required.
  • Experience with applicant tracking systems (ATS), HRIS systems, recruitment analytics, and workforce reporting preferred.
  • Demonstrated ability to manage multiple priorities and work collaboratively with leadership and program staff.

Knowledge, Skills & Abilities

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to interact with and complete assignments in a manner sensitive to the service population’s cultural and socioeconomic characteristics

  • Must be able to sit or stand for long periods of time.
  • Must be able to communicate clearly and effectively.
  • Must be able to lift 10 pounds.
  • Valid, non-restricted driver’s license required.
  • Must be able to travel between agency locations and attend recruitment events as needed

Salary : $140,000
