Description

SAIC's Horizon program is seeking you, our Test and Evaluation Policy Subject Matter Expert to support the U.S. Space Forces mission of delivering warfighter capability via the Space Systems Command's Operational Test and Training Infrastructure (OTTI) portfolio. The position is available in Washington, DC.

This critical role will be responsible for identifying, assessing, and supporting plans and policies in support of Headquarters, Space Force Test & Evaluation Office (SF/TE) initiatives. Specifically, you will establish partnerships and relationships to provide strategic advice to SF/TE’s leadership and staff in support of the Space Force’s professional test workforce development, integrated test activities, OTTI acquisition, and operational efforts. Additionally, you will interact and coordinate with multiple space-centric organizations across the Department of War and Intelligence Community.

Typical Responsibilities Include

  • Review and assess DoW test-centric policies and provide recommendations to SF/TE leadership
  • Review and assess Test Evaluation Master Plans (TEMP)
  • Initiate, supervise, and/or develop requirements from a project’s inception to conclusion for complex to extremely complex programs
  • Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues
  • Establish strategic relationships within DoW and IC to anticipate problem areas and generate or solicit field inputs to craft Space Force test and evaluation policy

Qualifications

This is you

  • Bachelors degree and a minimum of 10 years of relevant DoD/DoW work experience
  • 5 years’ experience in a special access program and/or secret compartmental information environment within the last three years
  • Knowledge of relationships related to the planning/execution/reporting of military test campaigns (highly desirable)
  • Strong understanding of the principles, practices, and procedures of test and evaluation. Familiarity with relevant government acquisition policies and procedures is a plus.
  • Strong analytical skills with excellent organizational and presentation skills
  • Proven ability to be innovative and creative and capable of conveying complex information in a simplistic manner
  • Ability to work autonomously and interface easily with team members and senior leadership
  • General knowledge of the Department of War Planning, Programming, and Budgeting Execution (PPBE) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Plans in support of major acquisition and test planning
  • General knowledge of Pentagon staffing processes and protocols
  • Must have an in-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable).
  • Must be willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination.

Target salary range $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
