Under the supervision of Curator, responsible for the operations of the Tribal Historic Preservation Office. Supervise all historic preservation staff, oversee all projects and contractors engaged by the Tribe for purposes of historic preservation activities. Assist the SCIT by administering the Tribal Historic Preservation Office, whose mission is to promote, protect, preserve, and manage matters relating to cultural and historic preservation and cultural and historic properties. Primary and official point of contact in matters relating to cultural and historic preservation and cultural and historic properties. Consult with Federal, State and local agencies and governments regarding matters of interest and importance to the Tribe regarding historic preservation and cultural resources. Present contractual and executive decisions to the Tribal Council and Ziibiwing Cultural Society Board of Directors. This is a grant funded position.
Essential Duties and Responsibilities:
- Responsible for all phases of Tribal Historic Preservation Office program development including implementation, budget preparations, budget monitoring and evaluation, and grant reporting.
- Supervise over all personnel within the Tribal Historic Preservation Office.
- Direct and conduct a comprehensive Tribal Lands-wide survey of historic properties and maintain inventories of such properties. In cooperation with Federal, State and local agencies, governments, and private organizations and individuals
- Identify and nominate eligible properties to the National Register and otherwise administer applications for listing historic properties on the National Register.
- Prepare and implement a comprehensive Tribal Lands-wide historic preservation plan.
- Administer the Tribal program of Federal assistance for historic preservation within SCIT Tribal Lands.
- Advise and assist, Federal, State and local agencies and governments in carrying out their historic preservation responsibilities as needed.
- Cooperate with the Secretary of the Interior, the Advisory Council on Historic Preservation, and other Federal and State agencies, local governments, and organizations and individuals to ensure that historic properties are taken into consideration at all levels of planning and development.
- Provide public information, education and training, and technical assistance in historic preservation.
- Consult with appropriate Federal agencies in accordance with the National Historic Preservation Act; Federal undertakings that may affect historical properties; and the content and sufficiency of any plans developed to protect, manage, or to reduce or mitigate harm to such properties.
- Maintain historical and archaeological databases with ZCS Cultural Resource Management.
- Maintain knowledge of Historic Preservation Laws that affect historical and culturally valuable sites associated with the SCIT, as defined by the National Historic Preservation Act.
- Respond to all letters received by the Tribe regarding cultural resource reviews as defined by Section 106 of the National Historic Preservation Act.
- Identify alternate and additional resources for funding cultural resource management activities.
- Maintain communications with the Tribal Council, Tribal Administration, Tribal Historic Preservation Committee, Ziibiwing Cultural Society Administration and Board of Directors, Tribal community, and other resource persons; coordinate efforts and network with other Tribes as it pertains to Historic Preservation issues.
- Establish and maintain relationships with Federal, State and local governments pertaining to all aspects of historic preservation and cultural resource management.
- Serve the SCIT as a Native American Graves Protection and Repatriation Act (NAGPRA) Designee.
- Participate in the review and development of financial status for submission to the Tribal government, the position will work closely with Tribal Administration, Tribal Accounting, Tribal Historic Preservation Committee, and Ziibiwing Cultural Society to determine the financial conditions of all historic preservation programs and activities.
- Oversee all contractors engaged by the SCIT for activities in the area of historic preservation and cultural resource management.
- Develop and direct all historic preservation and cultural resource management projects, activities, and investigations.
- Directly participate in field work for historic preservation and cultural resource management projects, as necessary.
- Maintain knowledge of all Federal, State, and Tribal regulations relevant to historic preservation and cultural resource management.
- Coordinate with the Tribal Historic Preservation Committee input and the development of all THPO policies and procedures.
- Provide Tribal members information, education and training, and technical assistance in historic preservation.
- Prepare monthly written activity progress reports regarding historic preservation and NAGPRA issues.
- Participate in workshops, training sessions, staff meetings, and in-service activities for the purpose of upgrading skills relevant to job duties.
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.

Contacts/Purpose of Contacts:
- Contact with internal SCIT departments to communicate, assist, and consult on design or cultural projects.
- Maintain a network of contacts with a lot of resources; tribal and non-tribal government officials, Tribal members, the general public, engineers, public officials, contractors, academia, and spiritual leaders within and outside the community. The purpose of the contacts pertain to Native American burials found on public and private land, sacred or funerary objects found at burial sites, interpretations of law, and disputes and conflicts over legal interpretations.
- Contact with Tribal Council is involved with the decisions and is kept apprised of each situation by this position.
Minimum Qualifications:
- Bachelor’s degree in Archaeology, Museum Studies, Library Science or related field.
- Three years experience.
- An equivalent combination of education and directly related experience may be considered.
- Experience with the unique characteristics of Anishinabe culture in regard to community climate; culturally, politically, historically, and religiously.
- Experience in office management, budgeting, and computer competency.
- Must be able to effectively communicate with customers and have good computer skills.
- Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
Desired Qualifications:
- Master’s degree.
License, Certification, or Special Requirements:
- Native American preference shall apply to all positions.
