Employee Definition: Full Time/ Salary Exempt Hours: 40 plus (extended, with contractor back-up as appropriate)
Job Summary:The IT Director is responsible for the administration, security, planning, support, and strategic oversight of the organization’s technology infrastructure and public safety systems. This role manages servers, cybersecurity, compliance initiatives, CJIS-regulated environments, supports mission-critical public safety technologies, and end-user support operations. The position requires hands-on technical expertise, strategic leadership, independent decision-making, and 24/7 operational availability.
Essential Duties and Responsibilities:
Infrastructure & Systems Administration
- Administer and manage server infrastructure, including maintenance, patching, upgrades, virtualization, and performance monitoring.
- Manage Hyper-V virtualized environments.
- Oversee endpoint deployment, patch management, monitoring, and troubleshooting across organizational devices.
- Maintain and troubleshoot firewalls, VPN connectivity, network security systems, and remote access solutions.
- Administer Office 365 environments, including Exchange Online, SharePoint, OneDrive, Forms, Power Automate and related applications.
- Manage Active Directory environments, user authentication, permissions, and access controls.
- Administer/develop backup, disaster recovery, and business continuity systems and procedures.
- Manage NinjaOne RMM systems and remote management tools.
- Monitor and respond to EDR alerts, cybersecurity incidents, and threat mitigation activities.
- Administer Motorola WatchGuard and EL Cloud mobile video solutions.
- Manage website updates, vendor coordination, and web-related ADA remediation services.
Public Safety Technology
- Administer and support enterprise phone systems and telecommunications infrastructure.
- Manage Motorola FLEX server and public safety software environments.
- Troubleshoot and maintain body-worn camera systems, in-car camera systems, and associated evidence platforms.
- Administer security camera servers, recording systems, and surveillance software platforms.
- Support CAD/RMS integrations and interoperability with law enforcement and public safety systems.
- Maintain criminal justice data access controls and CJIS-compliant security practices.
Cybersecurity, Compliance & Risk Management
- Conduct security risk assessments and implement remediation strategies.
- Maintain CJIS-compliant technology standards, policies, and operational procedures.
- Lead IT Security CJIS compliance audits, audit preparation, documentation, remediation efforts, and policy enforcement.
- Administer KnowBe4 security awareness training and phishing simulation programs.
- Manage email security administration, filtering, threat protection, and spam mitigation systems.
- Develop, implement, and enforce IT policies, standards, and cybersecurity procedures.
- Ensure proper handling, protection, and access control of sensitive and high-consequence data.
- Monitor infrastructure and security systems for vulnerabilities, threats, and operational risks.
Vendor, Asset & Lifecycle Management
- Manage relationships with Managed Service Providers (MSPs), software vendors, service providers, and technology partners.
- Coordinate hardware and software procurement, including servers, licensing, infrastructure, and endpoint equipment.
- Oversee asset inventory management, technology tracking, and lifecycle replacement planning.
- Develop and manage technology lifecycle strategies for infrastructure, endpoints, and mission-critical systems.
Strategic Planning & Project Management
- Develop IT budgets, financial plans, and long-term technology roadmaps aligned with organizational goals.
- Lead IT project management initiatives, including infrastructure upgrades, deployments, migrations, and security improvements.
- Participate in organizational strategic planning and operational continuity planning with internal teams, Commissioner’s Board and Budget Advisory Committee.
- Develop and maintain standard operating procedures (SOPs) and technical documentation.
- Evaluate emerging technologies and recommend operational improvements and modernization initiatives.
Technical Support & Operations
- Provide Tier 1, Tier 2, and Tier 3 help desk support across desktops, servers, networking, software, and user systems alongside one part time IT contractor.
- Troubleshoot network connectivity, endpoint issues, password resets, hardware/software failures, and infrastructure-related incidents.
- Support remote access technologies, VPN systems, and mobile workforce connectivity.
- Coordinate issue resolution across internal departments, vendors, and external agencies.
- Maintain operational continuity of critical technology systems supporting public safety operations.
- Maintain 24/7 availability for critical incidents, outages, and emergency operational support.

The noise level of this job is moderate. General office environment with automobile and radio equipment as well.
Specifications/Qualifications:
- Experience with Microsoft 365 administration and Windows Server environments.
- Experience managing cybersecurity tools, firewalls, VPNs, endpoint security, and email security platforms.
- Familiarity with CJIS compliance requirements and secure criminal justice/public safety environments.
- Experience supporting CAD/RMS systems and public safety technology integrations.
- Strong understanding of IT governance, policy development, compliance management, and audit processes.
- Experience developing and managing IT budgets, financial forecasting, capital expenditure planning, and presenting technology initiatives, operational needs, and strategic recommendations to executive leadership and board members.
- Experience with budgeting, procurement, vendor management, and strategic technology planning.
- Ability to independently manage complex infrastructure and operational environments.
- Strong troubleshooting, analytical, organizational, and communication skills.
- Ability to handle confidential, sensitive, and high-consequence information with discretion and professionalism.
