We are looking for an experienced Senior Project Manager to lead complex IT projects using Waterfall, Agile, and Hybrid methodologies for VDOT. This role requires strong stakeholder management, high EQ, and the ability to drive successful project execution end-to-end.
🎯 Responsibilities
Lead and motivate diverse project teams across all phases of the project lifecycle
Coordinate vendors, consultants, and VDOT IT/business teams
Oversee development of proposals, SOWs, RFP responses, and procurement processes
Facilitate cross-functional teams to define goals, plans, and policies
Manage day-to-day project operations and remove roadblocks for the team
Maintain strong relationships with executives, sponsors, vendors, and stakeholders
Track and communicate progress on schedule, budget, risks, and scope
Work with technical leads and architects to ensure best practices
Deliver consistent results from planning through transition to operations
Monitor vendor performance and track metrics
Develop and manage project budgets, schedules, risks, and resource plans
Ensure compliance with VDOT & VITA project governance
Maintain a positive, collaborative project culture
🧠 Skills & Expertise
Strong experience with cloud-hosted SaaS implementations
Proven ability to lead discovery and documentation of business & technical requirements
Excellent analytical, communication, and decision-making skills
Deep knowledge of Agile Waterfall, with ability to blend methodologies
Solid understanding of SDLC, process engineering, and re-engineering
Expertise with MS Project, Visio, Office Suite
📌 Qualifications
10 years managing large-scale IT projects
Bachelor’s degree required
PMP certification (PMI) required
Experience with VITA CTP, ECOS, and Commonwealth procurement processes preferred
PMO experience strongly preferred
