Examination Process: Only the most qualified and up to 16 candidates may be invited to an oral examination. Candidates must pass the oral examination to be placed on the eligible list for this classification.Under general supervision, performs a variety of and advanced journey level work related to the Housing Authority's provision of housing assistance programs. Duties include managing an assigned caseload, performing day-to-day coordination and quality control of eligibility, inspections, news leases, annual re-certifications and program terminations in accordance with Agency policy and in compliance with funding regulations for subsidized housing; conduct physical inspections of Agency real property, as assigned.
Classification Distinction
This is the advanced journey level class in the Housing Program series. Incumbents perform the most difficult and complex duties and are required to have advanced program and operational knowledge across Housing Authority functions. Incumbents are responsible for analyzing complex situations and for developing and implementing solutions. This classification functions with a high level of independence and assists in the integration and coordination of the separate housing programs functions. Incumbents may act as a team leader for their assigned functional area. This classification is distinguished from the Housing Program Technician II classification in that it is responsible for resolving the most difficult and complex issues, as well as for the coordination of functions.Education and Experience
Any combination of experience and education which would provide the required knowledge and abilities is qualifying.
Education: Equivalent to two (2) years of college (48 semester units or more) in social services, business, management, with an emphasis on case management.
Experience: In addition to the educational experience, must have at least (2) years of equivalent experience in a similar position in which most of the essential functions of the position were performed, with an emphasis on case management. Two (2) additional years of actual experience in a similar position will be accepted as equivalent to two (2) years of completed college education. GED or High School Diploma is required when substituting experience for College degree.Client Service
- Implement the departments Mission Statement in all aspects of customer contact
- Counsel applicants, tenants and owners on program rules and regulations
- Monitor repayment agreements
- Disseminate program information throughout the community via public speaking forums and seminars
- Respond quickly by telephone or in writing to public inquiries
- Implement caseload management process for Section 8 program participants
- Implement Housing Quality Standards inspections process and ensure that regulations are met
- Conduct initial and annual interviews with clients
- Performs annual, interim, and special recertification of participants; receives, reviews, and processes recertification packets.
- Calculate and determines initial and continued eligibility for to receive assistance under various programs; issues vouchers to eligible applicants in leased housing programs and recertifies participants to transfer.
- Coordinate orientations and briefing sessions for pre-applicants, qualified applicants and program participants
- Review and apply pertinent provisions of HUD rules and regulations
- Negotiate rent with landlords for Section 8 housing units and schedule inspections
- Prepare and maintain accurate and detailed case files
- Process damage claims
- Verify ownership of property
- Evaluate unlawful detainer reports and credit and criminal background checks
- Prepare written reports and correspondence as required
- Monitor case files for program violations and recommend further action
- Represent Agency at tenant conferences, reviews, hearings and court proceedings
- Assist with disputes and conflicts
- May provide functional guidance and support to lower level staff
- May assist supervisor in training new and lower level staff
