The Position

Under direction, supervise, direct and occasionally perform the construction inspection of new County buildings and building repairs and alterations; or public works projects, including roads, bridges, drainage structures, site improvements, waste water treatment plants, water distribution systems and street lighting facilities, parks, public buildings; or residential and commercial development to ensure compliance with applicable laws, codes, ordinances, standards, plans, and specifications; and to do related work as required.

Examples Of Knowledge And Abilities

Knowledge of:

  • Applicable laws, codes, ordinances, standards, plans, and specifications
  • Construction practices and safety requirements
  • Contracts and the legal relationships between owner, architects, consultants, contractors and sub-contractors
  • Materials and methods used in the construction of public works infrastructure and/or buildings

Ability to:

  • Plan and direct the work of inspection staff
  • Interpret, explain and enforce codes, plans, specifications and contracts
  • Determine feasibility and appropriateness of contract changes
  • Review construction methods and schedules for compliance with accepted industry practice and contract requirements
  • Establish and maintain effective working relationships
  • Read and interpret plans and specifications
  • Prepare correspondence and make reports

Employment Qualifications

Minimum Qualifications

Either: 1. Two years of full-time work experience in the class of either Building Inspector II (Range B) or Senior Construction Inspector or higher in Sacramento County service or performing equivalent duties in another public jurisdiction.

Or: 2. Five years of experience as a project superintendent, field engineer, supervisor or foreman in heavy engineering construction involving public work infrastructure or large buildings such as schools, hospitals, prisons, multi-story office buildings, or other comparable institutional or commercial buildings.

Or: 3. Three years of experience as a project superintendent, field engineer, supervisor or foreman in heavy engineering construction involving public work infrastructure or large buildings such as schools, hospitals, prisons, multi-story office buildings, or other comparable institutional or commercial building and a Bachelor’s Degree from an accredited college or university in engineering, architecture, construction management or a closely related field.

Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Licenses: A valid California Driver’s License, Class C or higher is required prior to appointment. Failure to maintain the appropriate California Driver’s License may constitute cause for personnel action in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a case by case basis.

Certification:

Some positions in this class require incumbents to complete one year of verifiable experience in the appropriate field and, within one year thereafter, to obtain certification from a recognized state, national or international association, as determined by the County. Any person currently and continuously employed by the County as an inspector, plans examiner or building official, for not less than two years prior to January 1, 1996, is exempt from the certification requirements as outlined above.

In addition, persons appointed to this class might be required to complete a minimum of 45 hours of continuing education every three years. The County may determine appropriate providers of continuing education such as community college or organizations affiliated with code enforcement.

Physical Requirements:

When working at the construction sites instructing employees, discussing plans and specifications with contractors, performing the more difficult inspections, etc., incumbents will be required to:

  • bend, stoop, kneel, and crouch
  • reach above the shoulder
  • climb ladders
  • lift and carry up to 50 pounds without assistance
  • walk on uneven surfaces
  • distinguish colors in order to visually trace colored electrical wiring, read as-built drawings, and read Underground Service Alert markings
  • crawl into attics and under buildings
  • climb into and out of ditches and excavations
  • enter underground pipes through 26” manholes

Working Conditions: Incumbents work in an office setting or field project trailer with limited amenities. Incumbents also are required to work out-of-doors and in all kinds of weather. At construction sites, incumbents will be exposed to dust and fumes. Incumbents may be required to work nights and on weekends.

Probationary Period

The probationary period for this classification is twelve (12) months.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
