The Chief of Departmental Administrative Services performs a wide variety of management and administrative duties which involve responsibility for the administrative activities of a highly complex department, including the department's budget and fiscal affairs; participating in management activities; providing the full range of administrative support services; and supervising, through subordinates, a staff of positions in the administrative services officer, administrative analyst, accounting, technical and clerical classes.

  • The principles and practices of public administration, organization and management.
  • Methods and techniques involved in conducting analytical studies of administrative and management practices, methods and procedures.
  • Organization and functional structure of County.
  • Management concepts and practices of the County.
  • Project management principles including project plans, schedules and control mechanisms.
  • Contract negotiations, preparation and monitoring.
  • Accounting; statistical methods.
  • Procedures and processes of County budget preparation and maintenance.
  • Public financing concepts including instruments, the economic marketplace, financial advising and underwriting practices.
  • Legislative processes of the County, State and federal governments; local, state and federal laws, regulations and procedures affecting the County.
  • Personnel.
  • Supervision.
  • Practical application of computers and peripheral equipment.
  • Inventory control and space management; English grammar, punctuation, spelling and usage.

Ability to

  • Research, analyze and make recommendations on administrative, management and procedural practices.
  • Perform complex budget analysis, preparation and monitoring.
  • Prepare and analyze financial and statistical data.
  • Negotiate, prepare, and monitor agreements with employee organizations, other governmental bodies, property owners, developers, private businesses and service providers.
  • Analyze situations accurately and initiate appropriate action under general policy guidelines.
  • Acquire subject matter expertise in the functions and activities of the department, including the laws, rules, regulations, procedures and technical operations.
  • Consult with and coordinate the administrative requirements of a large number of staff members and complex work units.
  • Supervise, direct, plan, organize, coordinate, review and control the work of a diversified administrative, technical and clerical staff; effectively delegate responsibility.
  • Prioritize work efficiently.
  • Establish and maintain effective and cooperative working relationships.
  • Develop and train others in following procedures and instructions for administrative activities.
  • Write logical, comprehensive, concise reports and correspondence.
  • Effectively represent the department to other departments and agencies, and before public bodies.
  • Make effective oral and written presentations of conclusions and recommendations.
  • Use computer related peripheral equipment.

Employment Qualifications:

Minimum Qualifications

  • Two years of experience in Sacramento County service in the class of Administrative Services Officer III, and/or Senior Administrative Analyst.

Or

  • Two years of administrative experience at the advanced journey or supervisory level or higher; such experience must be comparable to and at a level equivalent to or higher than the duties of Administrative Services Officer III as described in the Distinguishing Characteristics and Examples of Duties for that class; and (2)must includeduties in budget preparation, analysis, monitoring and control; analysis and development of organization, policies, and procedures; development, analysis, and supervision of administrative projects; and supervision of an administrative, technical and clerical staff engaged in these activities.

Note: THE OBJECTIVE OF THIS MINIMUM QUALIFICATION is experience that would enable an appointee to perform the full range of management-level administrative duties for a major County department, supervise a large administrative staff, and participate in management activities of the department, all with minimal orientation to the specific job.

Typically, such experience includes: a bachelor's or higher degree, or college coursework, or college level training in the fields of public administration, business administration, economics, accounting management, or personnel, or a field directly related to the administrative, management and fiscal duties of this class. And, work experience that is equivalent to the supervisory level Administrative Services Officer III and that provided extensive knowledge of management and fiscal processes, procedures and policies of Sacramento County departments.

Governmental administrative experience is preferable, although private enterprise experience may provide some of the necessary background. Within County service, experience in administrative classes at the supervisory level usually provides the necessary experience; experience in other County classes at the supervisory or management level may also provide the necessary background if it included the duties described in the Minimum Qualifications, above.

Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

NOTES APPLICABLE TO MINIMUM QUALIFICATIONS

  • The "Objectives" note following the Minimum Qualifications for this class is not part of the Minimum Qualifications; it is included only to assist employees and applicants.
  • Where experience in "Sacramento County service" is used, it means experience in a Sacramento County Department or Office or Sacramento County Municipal or Superior Court which is listed in the annual salary resolution.
  • All experience means paid experience unless otherwise stated.
  • All experience requirements are stated in terms of full-time experience; part-time experience is acceptable and is converted to full-time on the basis of: 173.6 hours = 21.7 days = 1 work month.

Probationary Period

The probationary period for this classification is six (6) months.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
