The Sabine Pass Port Authority (SPPA) is seeking a dynamic and experienced leader to serve as Port Director. This executive-level position is responsible for the safe, ethical, and financially sound operation of all port and marina functions, including strategic oversight of finance, operations, HR, security, and regulatory compliance. The Port Director acts as the chief representative of the Authority, fostering stakeholder relationships and guiding long-term economic development aligned with the SPPA Master Plan.

Travel required, as needed to fulfill duties and responsibilities of the position

SECTION B - GENERAL DUTIES AND AUTHORITY

POSITION OBJECTIVE:

The Port Director of the Sabine Pass Port Authority is responsible for ensuring the safe, ethical, environmentally responsible, and financially sound operation of all port and marina functions. This includes comprehensive oversight of Human Resources, Accounting and Finance, Port Operations, Administration, Security, and compliance with all applicable federal, state, and local regulations.

The Port Director shall implement and enforce policies established by the Commission, maintain transparent and timely communication regarding governance and fiduciary responsibilities, and ensure alignment with statutory requirements and the SPPA Master Plan.

RELATIONSHIPS:

The Port Director is appointed by and accountable to the Commission, serving at its discretion in alignment with all contractual obligations and governing policies. This position provides executive leadership and strategic direction for the Sabine Pass Port Authority, ensuring operational efficiency, regulatory compliance, and the advancement of the Commission’s objectives. The Port Director oversees all aspects of port administration, including financial stewardship, infrastructure development, and organizational performance, while maintaining a focus on safety, sustainability, and long-term growth.

As the chief representative of the Authority, the Port Director acts as the primary liaison between the Commission and external stakeholders, including community leaders, industry partners, governmental agencies, and legislative bodies. This role is responsible for cultivating strong relationships, promoting economic development, and advocating for initiatives that enhance the region’s maritime competitiveness. Through proactive engagement and strategic leadership, the Port Director safeguards the Authority’s interests and positions the port as a vital contributor to regional and global commerce.

DELEGATED AUTHORITY:

All administrative and operational aspects not otherwise restricted to the SPPA Commission.

DIRECT REPORTS:

All supervisory and management staff employed by the SPPA.

SECTION C - KEY TASKS AND RESPONSIBILITIES

ACCOUNTING/FINANCE:

Budget

  • The Port Director is responsible for preparing and presenting the SPPA annual budget for review and approval by the SPPA Commission. All budgets must comply with Texas law and align with the strategies and objectives outlined in the Master Plan and any other strategic plans adopted by the SPPA. Upon adoption, the Port Director shall oversee implementation, monitor performance, and develop and present any necessary budget amendments to the Commission. The Port Director is accountable for all aspects of public budgeting relevant to SPPA operations.

Accounting

  • The Port Director is responsible for the design, implementation, and maintenance of the SPPA accounting system, ensuring compliance with all applicable laws, regulations, and internalpolicies. This includes supervision of employees, contractors, and vendors engaged in financial management and accounting functions. The Port Director shall also oversee all external audits and accounting services related to SPPA finances and must maintain proficiency in public accounting principles and standards.

Finance

  • The Port Director shall maintain strong, effective relationships with all banking and financial partners. The Port Director is responsible for developing and managing portfolio strategies that safeguard and enhance the long-term financial health of SPPA assets whilemitigating risk exposure.

Stewardship

  • The Port Director must demonstrate a comprehensive understanding of accounting principles and public budgeting practices. Effective financial operations require prudent stewardship of public and proprietary funds, supported by informed decision-making and superior financial expertise.

OPERATIONS:

Leadership

  • The Port Director provides strategic leadership to ensure a positive, collaborative, and results-driven work environment. This role requires fostering accountability, professional development, and operational excellence in alignment with SPPA policies and long-term objectives.

Executive Oversight

  • The Port Director serves as the chief administrator of all SPPA operations and supervises all managerial staff. The Director is fully accountable to the Commission for operational decisions, resource allocation, and organizational performance.

Business Development & Operations

  • As the principal business representative of the SPPA, the Port Director is authorized to negotiate agreements, pursue strategic partnerships, and conduct due diligence to advance the Authority’s interests. The Director ensures compliance with all SPPA policies and oversees execution of the Master Plan.

Legal & Regulatory Affairs

  • The Port Director acts as the primary liaison for all legal matters, coordinating with counsel and ensuring adherence to statutory and regulatory requirements governing port operations.

Contract & Vendor Management

  • The Port Director directs all procurement activities, including negotiation and administration of contracts with vendors and service providers. All agreements must align with SPPA policy and Commission resolutions.

Asset & Facility Stewardship

  • The Port Director is responsible for safeguarding and maintaining all SPPA assets and facilities in optimal condition. This includes implementing preventive maintenance programs, establishing operational standards, and ensuring infrastructure readiness.

Marina & Wharf Operations

  • The Port Director ensures full compliance with maritime regulations and statutory obligations delegated to the SPPA. This includes oversight of vessel inspections and boarding activities when required to maintain safety and regulatory integrity.

HUMAN RESOURCES:

The Port Director is accountable for all human resource functions within the Sabine Pass Port Authority (SPPA), ensuring compliance with Commission directives, established policies, and the SPPA Employee Handbook. Key responsibilities include:

Hiring and Termination

  • Holds final operational authority for employment decisions, including hiring and termination, in strict adherence to SPPA policy and the Employee Handbook.

Policy Implementation

  • Ensures full and effective implementation of all human resource policies as promulgated by the Commission through the SPPA Employee Manual.

Training and Development

  • Responsible for maintaining a competent workforce by ensuring employees possess the necessary skills and knowledge.
  • Promotes professional development and fosters a culture of positive contribution toward SPPA goals and objectives.

Employee Discipline

  • Serves as the final authority on disciplinary actions, except where otherwise governed by policy.
  • Ensures all disciplinary measures are fair, consistent, and aligned with organizational standards

HEALTH & SAFETY:

The Port Director serves as the Chief Health and Safety Officer for the Sabine Pass Port Authority (SPPA) and holds ultimate responsibility for ensuring the safe and efficient operation of all Port activities. This role encompasses the design, implementation, and oversight of comprehensive risk management systems to safeguard SPPA employees, assets, customers, tenants, partners, and visitors.

Key Responsibilities

  • Health & Safety Leadership: Act as the primary authority for all health and safety matters within SPPA operations, delegating tasks as appropriate to achieve compliance and operational excellence.
  • Risk Management: Develop, implement, and maintain robust risk assessment and reporting systems to ensure the highest reasonable level of safety across all Port activities.
  • Regulatory Compliance: Ensure full adherence to all applicable federal and state regulations, as well as SPPA policies and standards.
  • Disaster Planning & Recovery: Lead the creation, execution, and continuous improvement of emergency preparedness and disaster recovery plans. Provide training and education to SPPA stakeholders to ensure readiness and resilience.
  • Stakeholder Engagement: Communicate health, safety, and riskmanagement strategies effectively to internal teams, tenants, and external partners.

The Port Director is accountable for fostering a culture of safety and proactive risk management, ensuring that SPPA remains compliant, prepared, and resilient in all operational scenarios.

COMMUNITY, GOVERNMENT, CUSTOMER RELATIONS:

The Port Director serves as the primary ambassador and advocate for the Sabine Pass Port Authority (SPPA), embodying a spirit of community pride, collaboration, and service.

Intergovernmental Leadership

  • The Port Director represents SPPA interests in all intergovernmental relationships, cultivating exceptional partnerships at the local, state, and federal levels. This role demands professionalism, strategic vision, and comprehensive knowledge of port operations, tax policy, and public policy. As the “face and voice” of SPPA, the Port Director influences stakeholders and decision-makers to advance initiatives that serve the greater good and strengthen the region’s economic vitality.

Community Engagement

  • The Port Director actively promotes community involvement and serves as a trusted representative at public functions. Acting as the primary point of contact for media and public inquiries, the Port Director ensures transparent communication and builds trust. Through outreach and engagement, the Port Director champions initiatives that enhance quality of life and create shared value for the surrounding community.

Customer Relations

  • The Port Director ensures that every customer interaction reflects SPPA’s commitment to integrity, service, and partnership. Responsibilities include enforcing Commission-approved standards, maintaining compliance with all regulations, and fostering an environment of accountability and mutual respect. By building strong relationships and aligning diverse interests toward shared goals, the Port Director promotes long-term success for tenants, customers, and the broader community.

PREFFERED QUALIFICATIONS and REQUIRED SKILLS:

Education & Certifications

  • Bachelor’s degree or higher strongly preferred but not required.
  • Professional certifications in marine operations management, finance, accounting, public budgeting, or relevant military leadership experience are highly desirable.

Technical & Administrative:

  • Advanced proficiency in spreadsheet, word processing, and presentation software.
  • Familiarity with computing infrastructure and operational technology systems.
  • Excellent time management skills with the ability to prioritize and schedule effectively for self and team.

Operational & Industry Knowledge:

  • Working knowledge of maritime and port operations, including mooring, marina management, marine and civil construction, and general port functions.
  • Minimum of 5 years of progressive experience in marine operations management, preferred but not required.
  • Prior experience managing public entities or military command experience is highly valued.

Communication & Leadership:

  • Outstanding written and verbal communication skills suitable for executive-level engagement.
  • Ability to effectively interact with diverse stakeholders across cultural and industry backgrounds.
  • Proven ability to supervise and oversee employees and vendors in accounting, finance, and operational functions.
  • Strong record of integrity, ethical decision-making, and a balanced, people-focused approach to enforcement and management.

Financial & Managerial Expertise:

  • Comprehensive understanding of managerial and financial accounting principles.
  • Demonstrated knowledge of public budgeting methodology and practices.
  • Familiarity with tax, regulatory, and legal policies impacting port operations.
  • Proven experience in business or public budgeting, accounting, and financial operations.

Physical & Availability Requirements:

  • Ability to work on-site and off-site, including evenings, weekends, and holidays as operational needs dictate.
  • Capable of independent travel and safe movement aboard vessels.
  • Physically able to assist with basic operational tasks, including mooring vessels and lifting/moving objects over 20 lbs.

Additional Requirements:

  • Subject to criminal background check, credit review, and reference verification.

Salary

  • Structured to reflect demonstrated experience, knowledge, and ability. The compensation plan may include a stepped pay progression to recognize tenure and advancement within the role.
