SABG is seeking an experienced Program Manager to support the High-Altitude Electromagnetic Pulse (HEMP) Program under the Missile Warning and Tracking (MWT) Operations Support II contract. This position directly supports Mission Delta 4 by managing all HEMP-related workflows, sustainment activities, inspections, documentation, and coordination required to protect critical missile warning and tracking systems from electromagnetic pulse (EMP) effects. You will ensure that HEMP-protected systems, facilities, and Hardness Critical Items/Assemblies (HCIs/HCAs) remain compliant with Department of Defense (DoD) and U.S. Space Force (USSF) HEMP regulations, technical orders, and protection standards.
Travel: OCONUS Travel: 1-2 trips per year anticipated; CONUS Travel: 3-4 trips per year anticipated (including 2-3 trips to Beale AFB and Cape Cod SFS for instructor development courses)

- Manage the complete HEMP program workflow, including scheduling, tasking, sustainment activities, status tracking, and coordination to ensure Mission Delta 4 systems remain hardened against electromagnetic pulse effects.
- Prepare, update, and deliver HEMP program documentation, planning materials, technical briefings, status updates, leadership reports, trip reports, and research materials for Mission Delta 4 and DoD stakeholders.
- Coordinate quarterly HEMP leadership meetings, set meeting priorities, facilitate discussions, and document action items, decisions, and follow-through requirements.
- Conduct site visits and weekly visual inspections of HEMP-protected facilities, shielded areas, and Hardness Critical Items/Hardness Critical Assemblies (HCIs/HCAs), including RF doors, bladders, finger stock, thresholds, compressors, air dryers, desiccants, and associated shielding components.
- Submit, track, and follow up on HEMP-related maintenance requests using systems such as SIPRNet, CKNet, and CCAS to ensure timely corrective action and compliance with hardening standards.
- Maintain inventories of spare parts, test equipment, and associated HEMP components, coordinating their use or replacement to ensure availability and sustainment readiness across Mission Delta 4.
- Provide technical input and assessments on Radio Frequency/Electromagnetic Test system performance as it relates to HEMP protections, identifying vulnerabilities, degradation, or emerging risks.
- Prepare and deliver recommendations and draft revisions to DoD and USSF HEMP policies, supporting enterprise-wide standardization, compliance, and continuous improvement.
- Review proposed Higher Headquarters policies and guidance impacting the HEMP program and provide Mission Delta 4 leaders with detailed assessments and recommendations.
- Support annual reviews of Technical Orders for applicable HEMP equipment and promote standardization of HEMP program operations, processes, and maintenance procedures across all Mission Delta 4 locations.
- This position requires unescorted access to SCIFs and restricted areas at Buckley SFB (Buildings 447, 442, 430, Restricted Area) and Beale AFB (Restricted Area). Access will be granted in accordance with DD Form 254 requirements.
SUPERVISION: This position has no supervisory responsibilities.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor's Degree in Project Management, Electrical Engineering, Systems Engineering, or a related technical field; or equivalent experience.
Minimum 3 years of project management experience, leading technical, engineering, or mission assurance programs.
Minimum 3 years of experience supporting or managing HEMP programs, electromagnetic hardening initiatives, mission assurance, or related protective engineering activities.
Familiarity with DoD and U.S. Space Force HEMP regulations, guidance documents, Technical Orders, and Mission Delta 4 operational environments (missile warning sites, space operations facilities, shielded environments, etc.).
Strong organizational and multitasking abilities to manage multiple tasks, stakeholders, schedules, and deliverables in a fast-paced operational environment.
Excellent written and verbal communication skills, with demonstrated ability to brief military leadership and produce clear, accurate program documentation.
Active Top Secret/SCI clearance.
PREFERRED EDUCATION AND EXPERIENCE:
Project Management Professional (PMP) certification or equivalent project management credential.
Advanced knowledge of RF engineering concepts, electromagnetic hardening, or protective design standards.
Experience briefing senior DoD or USSF leaders on mission assurance programs, risks, and recommendations.
COMPUTER SKILLS TOOLS/TECHNOLOGIES:
- Skills in operating a personal computer and standard office equipment
- Must have proficiency in a variety of computer software applications in word processing, spreadsheets, and database (MS Office: Word, Excel, PowerPoint, Outlook)
- SIPRNet, CKNet, CCAS, and associated secure coordination systems
- HEMP program management tools, inspection kits, and testing equipment
