Location: Remote (U.S.–based only) with limited travel to Alaska, as required

Job Overview:

S2Tech is seeking experienced Business Analysts to support the State of Alaska Department of Health’s Eligibility Modernization initiative under a Quality Assurance and Product/Project Management engagement. The Business Analyst will support agile product teams working on the modernization of Medicaid and other Public Assistance eligibility systems by bridging business operations, federal/state policy, and technical delivery. This role focuses on requirements development, stakeholder facilitation, sprint support, testing coordination, data validation, and quality review of vendor deliverables across eligibility modernization increments. Direct Alaska system experience is not required; candidates must possess hands-on Medicaid eligibility system experience from other state implementations and demonstrate active involvement in system testing or QA support activities.

Responsibilities:

Business & Requirements Analysis

  • Elicit, analyze, document, validate, and manage business, policy, and system requirements related to Medicaid eligibility determination and public assistance programs
  • Conduct stakeholder interviews and facilitate discovery sessions to refine workflow requirements and business rules
  • Develop functional specifications, user stories, epics, and backlog items aligned with agile product development methods
  • Coordinate with policy staff, eligibility operations subject-matter experts, training teams, and technical delivery teams to validate requirements and workflows
  • Support orchestration and implementation of modernized business processes across eligibility domains

Agile Product & Sprint Support

  • Participate in agile ceremonies, including sprint planning, backlog grooming, daily stand-ups, sprint reviews, and retrospectives
  • Serve as an ongoing liaison between business owners, systems integrators, QA teams, and State stakeholders
  • Support backlog prioritization, acceptance criteria definition, and sprint outcome validation
  • Assist product increment leads and scrum masters in maintaining sprint cadence and issue resolution

Quality Assurance & Testing Support

  • Participate directly in testing lifecycle activities, including:
    • Review and development of test plans and test cases
    • User Acceptance Testing (UAT) coordination and execution
    • Test scenario validation aligned to eligibility policy requirements
    • Documentation of defects, retesting, and defect resolution tracking
  • Validate vendor deliverables against acceptance criteria and documented requirements
  • Support continuous improvement of QA processes within agile delivery
  • Assist with the coordination of testers and review of test result reporting

Data & Conversion Validation

  • Participate in data conversion testing and validation activities
  • Review data extracts, transformation logic, and reconciliation results to ensure eligibility determinations remain accurate and compliant
  • Support reporting validation and quality checks of metrics and operational data

Documentation & Metrics Support

  • Maintain project documentation within Azure DevOps, SharePoint, or related collaboration tools
  • Develop and track product performance metrics, sprint outcomes, and readiness indicators
  • Assist with issue and risk tracking across assigned workstreams

Qualifications:

  • 5 years of Business Analysis experience supporting Medicaid eligibility modernization or public assistance system projects for U.S. state agencies
  • Demonstrated experience working on eligibility systems or MMIS/IES solutions involving Medicaid, SNAP, or TANF programs (state-specific experience outside Alaska is acceptable)
  • Hands-on experience supporting system testing activities, including test case creation, UAT execution, defect tracking, and validation of system outputs
  • Strong background working in agile product delivery environments, including sprint ceremonies and backlog management
  • Experience facilitating cross-functional stakeholder sessions and translating policy/program needs into system requirements
  • Solid understanding of Medicaid eligibility workflows, regulations, and determination logic
  • Strong written and verbal communication skills, with the ability to translate policy and technical details across business and IT stakeholders
  • Proven ability to work in a remote, distributed team environment while supporting multiple stakeholder groups

Preferred:

  • Experience supporting multi-program eligibility systems covering Medicaid (MAGI & Non-MAGI), SNAP, TANF, WIC, or related benefit programs
  • Prior experience on projects involving:
    • Eligibility system modernization or platform re-implementation
    • Agile QA teams supporting CI/CD environments
    • Data migration or eligibility data remediation efforts
  • Familiarity with Azure DevOps (ADO), Jira, SharePoint, or similar work management platforms
  • Experience participating in projects supporting CMS certification processes (Streamlined Modular Certification) or other federal compliance efforts
