Job Description and Profile
The Human Resources (HR) Manager will support Human Resources Operations of the Rural Nevada Counseling (RNC); the Agency by implementing human resources services, policies, and personnel programs. The HR Manager is a member of a highly productive and client-services driven Agency. The HR Manager supports the strategic efforts of the Agency by providing exemplary service to assist in the HR operations of the Agency. The HR Manager assists and advises Executive Manager and other Agency managers about human resources issues. The Human Resources Manager is an advocate to RNC’s employees, serves as a mentor, guide support as needed and is an integral strategic partner with the Agency’s Executive Management Team (EMT). The HR Manager is responsible for overseeing personnel programs to include benefits, compensation, employee relations, talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety, succession planning, employee relations and retention and AA/EEO compliance and labor relations. The HR Manager establishes human resources objectives that support RNC’s Mission and Vision in pursuit of making RNC a workplace that is exemplary. The HR Manager manages human resources employees.
Reports to: Director of Operations
Duties and Responsibilities
Human Resources Department:
- Oversees the implementation of human resources programs.
- Partners with the leadership team to understand and execute the organizations human resource and talents strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
- Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
- Oversees employee disciplinary meetings, terminations, and investigations.
- Ensures licensing and labor laws postings are up to date
- Maintain all licensing and certification policies for the agency
- Provide oversight of all records and coordinate all training for the agency in coordination with department managers
- Provide oversight of all agencies files and records including financial, personnel, and client files
- Provide administrative support to assist front-end staff in all aspects of client care as needed
- Monitors administration of established standards and procedures
- Manage, organize, plan, and maintain functions associated with the day-to-day human resources needs of the agency
- Creates and manages all employee personnel and medical files
- Leads the development of department goals, objectives, and systems.
- Participates in executive, management, and agency staff meetings and attends other meetings and seminars as required.
- Onboarding of all new employees to include scheduling drug testing, TB Test’s, and background checks.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising leadership on courses of action
- Guides leadership and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing agency’s values
- Aids in general government employee reporting’s such as census and statistics
- Assists in annual development of the HR budget
- Protects organization's value by keeping information confidential
- Provide business and operational expertise as requested by the Executive Director
- Thoroughly understands all company policies and procedures in order to administer and communicate them effectively and appropriately to all agency personnel
- Continue professional development by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations
- Develops and maintains the agency’s organizational chart
- Plan, direct, manage, and coordinate work activities of human resources employees and other administrative and office personnel
- Other duties, responsibilities, and assignments as needed.
Recruiting:
- Recruit, locate and vet new team members
- Develops job descriptions
- Develops job postings
- Participate in interviews and phone screens
- Check candidate references
- Assis in developing candidate testing when appropriate
- Review and create employment offer letters, recruiter contracts and employment agency agreements
- Assist with management of RNC website content and posting
- Onboarding of new team members, including coordination with IT, Facilities, space, office equipment and furniture, email, telephone, and other items to ensure everything is in place when new employees commence employment
Employee Relations:
- Improves manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling managers and employees
- Assists leadership in training, development programs, and individual career-paths
- In partnership with the leadership team, design, implement, and maintain a clear and concise employee performance appraisal system that will add strategic value to the organization
- Conducts investigations when employee complaints or concerns are brought forth
- Monitors and advises managers and supervisors in the progressive discipline system of the agency
- Monitors the implementation of a Performance Improvement Plan (PIP) with employees requiring job performance improvements
- Reviews, guides, and approves management recommendations for employment terminations
- Understand the challenges the business and employees are facing and offer meaningful ideas to help attract, train, and grow people in the business
- Develop fairness and consistency in compensation plans throughout the organization by defining a comprehensive compensation plan
- Take a strategic and forward-looking approach toward compensation, benchmarking, planning, and implementation
- Tracking of staff performance evaluations and anniversary dates
- Aid with communications with staff such as all staff emails, newsletters and information to employees
- Manages employee communication and feedback through such avenues as company meetings, suggestion programs, one-on-one meetings, weekly newsletter, employee surveys, and exit interviews
Employee Benefits:
- Work with Executive Director to maintain company health and welfare benefits, assisting in researching for optimum group plans. Lead the benefits program with the ability to remain up-to-date and on top of all policies. This includes adding of new Employees, changes, terminations, and notifications that are required
- Work with Executive Director in the administration of benefits
- Possess the knowledge necessary to explain benefits efficiently and effectively to employees
Agency Policies:
- Work closely with Executive Director to Develop and/or Manage Employee handbook and related policies
- In conjunction with the Executive Director create and Maintain Safety Program
- Immediately notify and work with managers and senior leadership if an accident or personal injury occurs to ensure all policies and required steps are taken
- Assist when an emergency occurs such as weather delays or power outages to communicate with staff and management
Skills and Competencies:
- Broad knowledge and experience in compensation, organizational planning, organization development, employee relations, safety, and training and development
- Demonstrated ability to serve as a successful participant on the executive management team that provides company leadership and direction
- Demonstrated ability to interact effectively with the company Board of Directors
- Highly competent to read and interpret documents such as safety rules, labor contracts, policies and procedures, lease and legal agreements and benefits plan documents
- Ability to establish and maintain effective work relationships at all levels of the organization, including clients, vendors, and associations
- Thorough knowledge of all employment laws and regulatory requirements such as Fair Labor Standards Act (FLSA), Affirmative Action (AA), Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), etc.
- Thorough understanding of benefits programs and the ability to effectively explain program details to a diverse community of employees
- Demonstrate thorough understanding of effective recruitment practices and strategies

Education, Qualifications and Experience
- Pass FBI Criminal background check
- Pass any drug testing as required by the Agency
- Bachelor’s Degree in Human Resources Management, Business, or related field, with coursework in Personnel or Business Administration; OR equivalent combination of education/experience
- Five (5) years minimum experience working in all functional areas within Human Resources, including: talent acquisition and retention, compensation & benefits, performance management, employee relations, risk management, organizational development, strategic and operational management
- Professional Human Resources (PHR), Certified Professional (CP) or SCP a plus
- Experience providing consultation and guidance to employees, managers, and leaders in all HR areas
- People skills and experience in Performance Management and Resolving Conflict
- Proficiency in software applications, using Microsoft Office (Outlook, Word, Excel, Access & PowerPoint)
- Excellent organizational and problem-solving skills
- Ability to work collaboratively with colleagues
- Able to maintain confidentiality of sensitive documents and information
- Thorough knowledge and interpretation of Employment Law
- Project Management skills

Pay: $84,000.00 - $105,000.00 per year
