Site Safety and Health Officer (SSHO) – CHST Required

Ruiz Safety Consulting is seeking an experienced Site Safety and Health Officer (SSHO) to support a federal construction project at Joint Base Pearl Harbor-Hickam.

This is a direct-hire, full-time W-2 position with Ruiz Consulting LLC, doing business as Ruiz Safety Consulting. This is not a temporary staffing or independent-contractor position.

The SSHO will be responsible for implementing and administering the project safety program and Government-accepted Accident Prevention Plan. The selected candidate must be capable of independently managing field safety operations, working directly with project leadership and Government representatives, and enforcing OSHA, EM 385-1-1, NAVFAC, and Company requirements.

The project requires an SSHO Level 2 who remains present at the worksite while work is being performed. The SSHO may not simultaneously serve as the Superintendent or Quality Control Manager.

• Conduct and document daily safety and health inspections.
• Identify hazards and track corrective actions through completion.
• Implement and maintain the project Accident Prevention Plan.
• Prepare, review, and enforce Activity Hazard Analyses.
• Attend preparatory, pre-work, coordination, and progress meetings.
• Conduct mishap and near-miss investigations.
• Maintain required OSHA logs, safety records, training documentation, and project files.
• Verify subcontractor safety documentation, including applicable EMR and DART information.
• Provide field oversight for roofing, fall protection, scaffolding, rigging, material handling, heavy equipment, electrical work, confined spaces, and other construction activities.
• Verify that properly qualified Competent Persons are present during applicable high-hazard work.
• Communicate deficiencies and required corrective actions to project leadership, subcontractors, and Government representatives.
• Exercise stop-work authority when hazardous conditions or serious safety violations are identified.

The project specifications specifically require daily inspections, written inspection logs, mishap reporting, OSHA recordkeeping, attendance at project meetings, and maintenance of applicable safety references.

• Active CHST certification.
• Minimum of three years of dedicated construction-safety experience; five years preferred.
• Current OSHA 30-Hour Construction card.
• Current 40-Hour EM 385-1-1 Construction Safety Hazard Awareness certificate.
• Current First Aid, CPR, and AED certification.
• Experience developing, reviewing, or administering Accident Prevention Plans and Activity Hazard Analyses.
• Competent Person training or demonstrated qualifications in:
• Fall Protection
• Scaffolding
• Excavation and Trenching
• Confined Space Entry
• Strong technical writing, communication, organization, and recordkeeping skills.
• Basic proficiency with Microsoft Office, PDF software, email, and mobile applications.
• Valid driver’s license and acceptable motor vehicle record.
• Must currently reside in Hawaiʻi.
• Ability to obtain NAVFAC approval and required installation access.

The project specifications require Competent Persons for high-risk activities and specifically address confined space, scaffolding, fall protection, excavation and trenching, cranes and rigging, and electrical work.

• Prior approval as a NAVFAC or USACE SSHO.
• Experience on Department of Defense or federal construction projects.
• Familiarity with NAVFAC P-307.
• Competent Person training in cranes and rigging or electrical work.
• HAZWOPER certification.
• Environmental compliance experience.
• Incident investigation and root-cause analysis experience.

This position requires regular fieldwork in an active construction environment, including prolonged walking and standing, climbing stairs and ladders, accessing elevated work areas, wearing required PPE, and working outdoors in tropical heat, humidity, rain, wind, and direct sunlight.

• $35.00–$45.00 per hour, based on verified experience and qualifications.
• Approximately 40 hours per week.
• Overtime compensation for eligible hours worked over 40 in a workweek.
