Job Profile Summary: This position is responsible for the commuter rail mode system safety, occupational safety, regulatory compliance, contract oversight (in safety/regulatory areas), incident response, and safety programs for the organization’s commuter rail systems, facilities, and services.
Job Description DUTIES & RESPONSIBILITIES:
ESSENTIAL:
- Reviews the RTD/Denver Transit Partners (DTP) Concessionaire Agreement for compliance with reporting requirements as well as contractor response to safety/regulatory issues raised or formally cited by safety regulator the Federal Railroad
Administration (FRA).
- Reviews reports of injuries, property damage, and occupational diseases to determine causes, and prevent recurrences.
Interprets and administers contractual remedies as necessary and, in conjunction with contractor, develops policies, codes, safety standards, and procedures that become part of the commuter rail operational and safety policies.
- Provides safety training classes for all levels of employees and “train the trainer” programs and develops safety programs, bulletins, brochures, and training presentations. Researches and tracks safety regulations in order to comply with federal, state, and local regulations and provide advice and counsel to management concerning applicable laws, codes, regulations, and standards. Negotiates and coordinates regulatory compliance with federal, state, and local regulatory agencies.
- Participates in the implementation of the organization’s FRA 49 CFR 270 Safety Plan for Commuter Rail.
- Conducts monthly facility and service inspections, reviewing transportation and maintenance training, SOP requirements and certification, including requirements under the Concessionaire Agreement and RTDC System Safety Program Plan (SSPP) regulations established by the FRA. Conducts system safety audits, develops audit checklists and writes audit reports.
- Responds to unusual occurrences as they occur, provides oversight of accident investigations and reporting for commuter rail incidents and accidents, occupational safety accidents, on-the-job injuries, and other safety-related complaints, oversees contractor activities to determine accident cause, contributing factors, and corrective action to prevent recurrence.
- Acts as the RTDC Reporting Officer for FRA submissions and NTD Reportable Incidents and follows up FRA concerns. Liaison for FRA and contractor as delegated by Senior Manager Safety Security & Compliance

QUALIFICATIONS:
- Bachelor’s degree in safety, transportation or related field with advanced technical education in related safety areas preferred.
- Minimum of two years of progressively responsible work experience in occupational safety, industrial safety engineering and construction safety (testing and activation).
- A minimum of two years of experience in accident investigation.
KNOWLEDGE, SKILLS& ABILITIES
- Proficiency in FRA codes and reports and other railroad regulatory agency reports and practices, preferred.
- Proficiency in the proper use of safety equipment and current trends in personal protective equipment.
- Strong research and analytical skills, including the ability to conduct and interpret trend analysis data. Strong technical report writing skills.
- Ability to read, administer, and interpret technical information and contracts.
- Ability to negotiate proper resolutions to various safety issues.
- Proficiency in current techniques and methods used in the hazard analysis process.
- Proficient with Microsoft Office Suite.
- Ability to communicate effectively, orally and in writing.
- Ability to use sound judgment and maintain the strictest of confidentiality.
- Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
- Ability to conduct training needs assessments.
- Ability to work a flexible schedule to include working evenings and weekends as required.
