Job Summary:

We are seeking a Senior Program Manager to lead RSI’s DOE/NNSA’s Office of Acquisition and Project Management (APM) Savannah River Project Management Office (PMO) Technical Support Services contract.  The Senior Program Manager will be responsible for the overall performance of the contract along with day-to-day operations and management of the staff performing the work.  The team is responsible for providing technical support in the areas of management, project controls, cost estimating, construction, engineering, security, quality assurance, operations preparation, nuclear criticality and safety, contract administration, and security to support the PMO and other NNSA offices as required.  This position is full-time, on-site at the Savannah River Site in Aiken, SC.   This position reports to RSI’s Vice President and General Manager.

  • Manage all aspects of the acquisition project management contract including responsibility for managing client relations, employees, independent contractors, subcontractors (teaming partner staff), and financial performance
  • Ensure that the contract has adequate funding and monitor project performance continuingly.
  • Develop and submit monthly reports on contract per established format.
  • Develop and submit monthly accrual on contract.
  • Identify new opportunities for growth within existing contracts working with clients and staff.
  • Work with recruiting to identify, select, and propose qualified candidates to clients for consideration/selection (ensure recruiting clearly understands requirements for positions).
  • Work with Human Resources and Facility Security Officer regarding onboarding of new staff.
  • Review and approve weekly timesheets, checking for accuracy and working with employees to correct errors.
  • Review and approve expense reports (i.e., travel, professional development, etc.), checking for accuracy and compliance with RSI as well as FTR requirements, and working with staff to correct errors and deficiencies.
  • Review and approve invoices from independent contractors and subcontractors, checking for accuracy and completeness, and work to resolve any issues.
  • Work with Finance/Accounting to resolve issues.
  • Work with Contracts to ensure subcontracts are accurate and complete.
  • Provide support to Business Development on contract proposals as requested.
  • Review CPARs and provide feedback where warranted.
 

Requirements and Education:

  • Bachelor's degree in a technical discipline or Project Management (or equivalent).
  • Subject Matter Expert on DOE NNSA Capital Acquisition Projects contracts.
  • Experience working with Excel, Word, Outlook, CostPoint Deltek, and scheduling software.
  • Demonstrated ability to lead and serve on teams.
  • Effective and accurate verbal and written communication skills.
  • Technical Writing Ability in support of reports and proposals.
  • Familiarity with project management tools, methodologies, and best practices.
  • Experience managing projects/contracts through their full life cycle (Award to Closure).
  • Excellent analytical and problem-solving skills.
  • Strong interpersonal and team-building skills.
  • Strong self-starter and ability to take initiative with limited direction.
  • Ability to work extra hours as required to ensure that deliverables are completed on time and accurately.
  • Expertise with DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets.

 

Preferred Requirements and Education:

  • Project Management Professional (PMP) certification.
