Position Overview
rPlus Energies is seeking a Senior Manager of Government Affairs to lead the development and
execution of the company’s state-level government affairs strategy across markets where rPlus has operating assets and mid- to late-stage development projects. This role is a strategic, hands-on policy leadership position responsible for shaping legislative outcomes, maintaining relationships with policymakers, and proactively integrating political and regulatory considerations into rPlus’s business strategy.
Key Responsibilities
State Government Affairs Strategy
Develop and execute state-specific government affairs strategies aligned with rPlus’s operating and development footprint. Monitor legislative, regulatory, and political developments at the state level and proactively advance policy concepts that support rPlus’s objectives.
Legislative Advocacy & Policymaker Engagement
Build and sustain relationships with state legislators, governors’ offices, regulatory agencies, and legislative staff. Advocate for rPlus positions through testimony, briefings, meetings, and direct engagement.
Trade Associations & Industry Representation
Represent rPlus in state-level trade associations and industry groups. Coordinate advocacy positions and messaging to ensure effective and consistent representation.
Consultant & External Advisor Oversight
Engage, manage, and oversee external government affairs consultants and public affairs firms. Define scopes of work, manage performance, and ensure alignment with rPlus strategy.
Political Strategy & Giving Advisory
Advise senior leadership on political giving strategy, compliance considerations, and reputational risk. Coordinate political engagement with legal and compliance teams.
Cross-Functional Coordination
Work closely with the Chief of Staff, development, operations, legal, and communications teams. Translate legislative and political developments into actionable guidance for internal teams.
Broader Monitoring & Issue Management
Monitor regional, local, and occasional federal policy issues affecting rPlus’s markets, valuation, or strategy. Provide early warning of emerging risks and opportunities.
Required
Qualifications & Experience
8 years of experience in government affairs, public policy, or legislative advocacy, preferably in energy or infrastructure.
Preferred
Experience in renewable energy, utilities, or large-scale capital projects; experience managing external lobbyists. Western states experience
