What are the responsibilities and job description for the Compliance Officer position at Rosebud Casino?
Ensure Casino wide compliance of Federal, State, NIGC and Tribal regulations, with regards to fiscal monitoring components of the Casino. This position provides an independent and objective review of operational controls and procedures. Serves as the central department for the creation and maintenance of internal accounting controls and applicable policies. Creates and improves systems of internal controls designed to mitigate risk and ensure fail' reporting of financial transactions. Ensure safety controls of entire facility, conducts training regarding safe handling, etc. Will monitor and investigate Workmen's Comp Claims and ensure all reporting requirements and paperwork is completed in a timely manner.
KNOWLEDGE, SKILLS, AND ABILITIES
- Native Tribal Class II and III gaming experience preferred.
- Knowledge and experience of Title 31 Bank Secrecy Act compliance.
- Bachelor's Degree in Accounting, Business, or equivalent field
- Minimum of three (3) years of demonstrated gaming indushy-related experience, may be used as substitute or in combination with education
- Excellent organization, communication, leadership, and public relation skills
- Excellent problem identification and problem solving skills
- Have extensive knowledge and experience in working with Class II and III gaming machines, Bingo, Table Games, Card Games, Information Technology, Cage, Drop and Count, Player's Club, and all other applicable departments
- Must be able to operate general office equipment, including computers, MS Office, and MS Windows operating systems
- Have the ability to supervise, coordinate, direct, and assign work
- Have the skills and ability to identify and resolve administrative problems
- Have the necessary, computer skills to communicate, generate reports, and monitor and track information related to compliance activities, OSHA reporting requirements and/or special projects
- Must be able lift, stand, sit, walk, and perform other physical activities related to the job including lifting boxes containing gaming records and sitting in front of a computer screen
- Must be at least 21 years of age
- Must be able to pass a pre-employment drug test, background check, and obtain a gaming license
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Safeguard Casino, Hotel, and Fuel Plaza Assets
- Ensures compliance is maintained as it pertains to the State-Tribal Gaming Compact, Tribal Gaming Ordinance, Tribal Internal Controls, Casino Internal Controls, and all applicable Federal, Tribal, and State laws and regulations including the Indian Gaming Regulatory Act
- Possesses the necessary knowledge necessary to read, interpret, and understand applicable regulatory laws and regulations ,
- Ensures compliance with established departmental and personnel policies
- Directs all compliance activities for the Rosebud Casino under the supervision of the General Manager
- Designs accounting policies and controls to mitigate risks and ensure fair reporting of financial activities and also developing controls to increase customer response time through effective controls design
- Analyzes trends and identifies problems and requirements pertaining to management needs, auditing, and other fiscal procedures
- Maintains communication and interaction with the executive management team regarding compliance and corrective actions
- Provides training and guidance as necessary as it pertains to regulatory requirements
- Assists with the coordination of external and internal audit activities including developing a management response to address any potential audit findings
- Oversees all Title 31 related activity including compliance with documentation requirements, annual training, orientation of new employees, and serves as point of contact for IRS and FinCEN
- Prepares First Report injury reports and tracks pertinent information regarding Worker's Compensation
- Reviews all injury reports and contacts insurance representatives to receive updates regarding property and/or employee claims.
- Maintain active communication with the Workers Compensation carrier in regards to all Workman's Compensation claims.
- Ensures all rules and regulations associated with Workman's Compensation are strictly followed
- Process and track all Workman's Compensation Claims
- Process and track all liability claims
- Enter all OSHA related information into database.
- Prepares statistics regarding safety information.
- Updates safety bulletin board as needed.
- Conducts or makes arrangements for training in First Responder, Lifting techniques, MSDS, and other training as it pertains to Safety.
- Conducts safety inspections throughout the premises and prepare reports.
- Makes recommendations regarding safety issues to comply with OSHA regulations.
- Conducts Safety training during New Employee Orientation
- Ensures privacy and confidentiality of all personnel matters pertaining to compliance and/or special interest projects
- Keeps abreast of industry changes and technologies
- Performs other duties as necessary and/or as assigned
