POSITION: Environmental Training Center Instructor and Program Manager
Description of Duties: The Instructor and Program Manager for the Oklahoma Environmental Training Center (OETC) will be responsible for delivering instruction in all water and wastewater operator certification courses and leading the programmatic, instructional, and strategic management of the Center. This position will also coordinate adjunct instructors, manage state agency partnerships, oversee instructional facilities and lab operations. This position will recruit, hire, schedule, and supervise adjunct instructors for the Environmental Training Center. Serve as the college’s primary liaison to the Oklahoma Department of Environmental Quality (DEQ) for all matters related to environmental operator training and certification. Represent Rose State College and OETC at industry events, conferences, and strategic planning initiatives. Lead efforts to grow the Environmental Training Center by expanding course offerings—especially renewal classes—and responding to industry demand with more frequent or customized class scheduling. Maintain compliance with all state and institutional policies related to environmental workforce training. Develop and lead youth environmental education programs in collaboration with the Director of K–12 Programs. Regular attendance is an essential function of this position.
Minimum Qualifications: Bachelor’s degree in environmental science, engineering, public utilities, water resource management, or related field. Minimum of five years of management-level experience as an operator in a water or wastewater utility setting. Experience teaching adult learners or delivering professional training is required. Strong knowledge of DEQ certification requirements and industry standards. Effective communication and interpersonal skills. Experience using Zoom and/or learning management systems. Ability to manage multiple priorities and work independently. Leadership and supervisory skills in an instructional setting. Basic lab equipment maintenance and supply management. Work is performed in classroom, lab, and office environments. Must be able to lift and transport instructional materials up to 25 lbs. Occasional travel to conferences and partner sites required. Some evening or weekend work may be necessary
Desired Qualifications: Experience managing adjunct faculty or instructional staff. Experience developing youth environmental education programs. Participation in regulatory or public policy initiatives related to water quality or workforce development. Advanced degree in a related field.
