- 8 years — Analysis and development experience across the full SDLC, including designing, developing, testing, integrating, and deploying applications.
- 8 years — SQL programming and object-oriented analysis & design (OOD); hands-on experience with JAVA and J2EE technologies; interactions with relational databases.
- 8 years — Experience with Web Services, Rational Application Developer (RAD), and WebSphere; ability to create/read/understand Oracle-based stored procedures or relational database applications.
- 8 years — System integration testing experience applying programming techniques and computer systems knowledge.
- 8 years — Experience facilitating cross-functional collaboration (design, development, testing, peer reviews, implementation) among developers, business analysts, and QA teams, ensuring system requirements are documented.
- 8 years — Experience developing systems test plans, test scenarios, test processes, and schedules; designing and coordinating defect reporting and validating defect fixes.

- The Intellectual and Developmental Disabilities (IDD) Services section manages the PASRR program and is implementing the IHSS Automation project to enhance the Long-Term Care Online Portal (LTCOP) with new forms, services for authorization, and claims workflows across HHSC and TMHP systems.
- The Worker will plan, develop, test, and document computer programs; evaluate user requests; consult with stakeholders; and formulate development plans using structured and object-oriented methodologies.
- This role requires 8 years of relevant experience and may include leading and directing others.
- Plan, develop, test, and document computer programs and web services supporting LTCOP and related HHSC/TMHP systems.
- Evaluate user requests for new or modified programs to determine feasibility, cost, timelines, system compatibility, and computing capabilities.
- Consult with users and business stakeholders to assess current operating procedures and clarify program objectives.
- Formulate development plans and technical specifications using structured analysis and design and object-oriented development methodologies.
- Design, build, and integrate Web Services, leveraging JAVA/J2EE, RAD, WebSphere, and relational databases (e.g., Oracle).
- Read, create, and troubleshoot Oracle-based stored procedures and relational database applications.
- Lead or participate in system integration testing, including test plan creation, scenario design, schedule management, defect tracking, and validation of fixes.
- Collaborate across teams (developers, business analysts, QA, and operations) to ensure requirements are documented, reviewed, and implemented effectively.
- Support enhancements to web services and batch processing systems as part of the IHSS Automation project, including new forms, service authorization workflows, and claims processes.
- Apply advanced knowledge of data structures, data migration/conversion/transformation, and both relational and multi-dimensional database design concepts.
