Job Title: Human Resources (HR) Manager / HR Coordinator
Location: Toledo, Ohio
Reports To: Executive Director / Owner
Job Summary:
The HR Manager is responsible for overseeing all human resource functions for the home health agency, ensuring compliance with Ohio state and federal regulations, managing recruitment, employee relations, payroll coordination, benefits administration, and staff training. This role supports the agency’s mission to provide high-quality care to clients while maintaining a compliant and supportive workplace.
Key Responsibilities:
- Recruitment & Staffing:
- Post job openings, screen applicants, conduct interviews, and coordinate hiring for caregivers, nurses, aides, and administrative staff.
- Maintain and update employee files in compliance with Ohio Department of Aging (ODA) and DODD requirements.
- Onboarding & Training:
- Conduct new hire orientation and onboarding processes.
- Coordinate required training for home health staff, including HIPAA, CPR, infection control, and DODD/ODA-specific compliance training.
- Track continuing education and certifications.

- Employee Relations:
- Serve as a point of contact for employee concerns, conflicts, and disciplinary actions.
- Promote a positive and compliant workplace culture.

- Payroll & Benefits Administration:
- Manage payroll processing or coordinate with payroll providers.
- Oversee benefits enrollment, leave tracking, and compliance with FMLA and other applicable labor laws.

- Compliance & Recordkeeping:
- Ensure compliance with Ohio Department of Aging, DODD, OSHA, and federal labor laws.
- Maintain HR policies, employee handbooks, and updated documentation for audits and inspections.
- Manage background checks, drug screenings, and license verification for clinical staff.

- Policy Development & HR Strategy:
- Develop and implement HR policies and procedures.
- Advise leadership on staffing needs, performance management, and HR best practices.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field (preferred).
- Minimum 2–3 years HR experience, preferably in healthcare, home health, or long-term care.
- Knowledge of Ohio employment law, labor regulations, and healthcare compliance standards.
- Excellent organizational, communication, and interpersonal skills.
- Experience with HR software and electronic employee records.
Preferred Skills:
- Familiarity with ODA and DODD regulations for home health providers.
- Ability to coordinate training and continuing education for healthcare staff.
- Strong problem-solving skills and conflict resolution experience.
Work Environment:
- Office setting with occasional visits to client homes or agency facilities.
- Interaction with clinical and administrative staff, clients, and regulatory agencies.

Pay: $26.79 - $32.26 per hour
