What are the responsibilities and job description for the Arts Parks & Rec Committee Member - Volunteer position at Roosevelt City, Utah?
Duties for this volunteer position include the following:
A. Recommend the mission, goals, objectives, short-term plan and long-term plan related to the City's arts, parks and recreation platform.
B. Assist with maintaining a yearly calendar detailing all recreation in the city.
C. Review and/or recommend existing and/or proposed policies, resolutions, and ordinances related to or effecting arts, parks and recreation in Roosevelt City to the city council.
D. Inform and advise the City Council and Manager regarding the status quo of City arts, parks and recreation programs and facilities.
E. Recommend action designed to increase participation levels and volunteerism.
F. Recommend action to increase efficient use of resources.
G. The City will set aside funds, at the discretion of the City Council, for use by the Committee.
H. The Committee shall have authority to expend those funds specifically designated for the Committee's use by the City Council pursuant to Section III below..
I. Although authorized to expend funds pursuant to the provisions herein, the Committee is not a legal entity and may not enter into contracts. All expenditures of the Committee must comply with the Roosevelt City Procurement Code as amended. No contract may be entered into until there has been verification that funds are available and the contract has been reviewed by the Roosevelt City Attorney. All contracts for Arts Parks and Recreation purposes must be signed by the Mayor.
J. The Committee shall have no authority to appropriate or expend public money nor to incur any obligations except as provided herein.
K. Raise funds by charging fees at or for events and by accepting donations. Fees charged and donations accepted shall be solely used for recreational purposes and shall not be imposed to cover the Committee's or Roosevelt City's cost of regulating any industry or to cover the cost of providing goods or services for which the fee is charged. Because no fee collected by the Committee qualifies as either a "Regulatory fee" or a "Service fee" there shall be no requirement to include them on Roosevelt City's fee schedule pursuant to UCA §63J-1-504.
L. Seek funding through federal, state and local grants, sports and recreation foundations, community contributions, charitable donations, endowment funding, partnerships and/or collaboration with local individuals, organizations or entities. Applications for grants shall be approved by the City Manager prior to submission of any application.
M. Strive to take a holistic approach to arts, parks and recreation that encourages activities for every age, sex, socioeconomic status, physical abilities, skill level and interest. Create strategies to expand beyond mainstream sports to include non-traditional sports, non-sporting activities and all other forms of wholesome recreation and relaxation.
N. Any other task regarding the City's arts, parks and recreation as authorized or delegated by the City Council.
