The Rome City School District is seeking a qualified candidate to serve as School District Treasurer, a twelve-month exempt position responsible for overseeing the district's financial accounting and treasury operations. The Treasurer maintains official financial records for all district funds, monitors cash flow and investments, prepares required financial reports for the New York State Education Department, and ensures compliance with state and federal fiscal regulations. Working closely with the Assistant Superintendent for Business and Finance, this role supports the development of the annual budget, analyzes revenues and expenditures, prepares state aid and retirement system reports, and assists with audits and financial planning. The Treasurer also manages the district's investment program, oversees bond and debt service payments, and provides detailed financial analysis and reporting to support sound fiscal management across the district.

SCHOOL DISTRICT TREASURER

GENERAL STATEMENT OF DUTIES: The position of School District Treasurer is a twelve (12) month position. The salary and fringes are based upon contractual agreement.

DISTINGUISHING FEATURES OF THE CLASS: The School District Treasurer reports to the Board of Education.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Maintains cash book and all subsidiary ledgers for all School District funds;

  • Supervises expenditures of Federal Project Funds;

  • Complies monthly financial reports for General, Federal, Capital, School Lunch and Trust Agency Funds;

  • Prepares and submits the annual financial report, constitutional tax margin, report on tax levy and annual audit to the State Education Department;

  • Maintains award funds records and makes investments of the same for the District;

  • Supervises the School District's investment program;

  • Prepares cash flow charts and full disclosure statements necessary for District borrowing;

  • Issues municipal bond principal and interest payments to fiscal agents and registered bond holders and maintains records thereof;

  • Maintains cash balances for receipts and disbursements to insure maximum investing and proper funding;

  • Assists the Assistant Superintendent for Business and Finance in preparing the data for the annual budget;

  • Determines staffing costs, fringe benefits, and maintains records thereof;

  • Responsible for revenue and expenditure data collection;

  • Prepares confidential information for negotiations with employee groups such as wage data, scattergrams and computations;

  • Responsible for the accuracy and timeliness of submission of the quarterly New York State Teachers' Retirement System reports;

  • Prepares such other reports as the Retirement Report, Social Security Reports, Federal Withholding Report, State Withholding Report, and the NYS Sales Tax Report;

  • Prepares materials annually to assist in the District Audit;

  • Prepares financial reports using a variety of software programs;

  • Prepares State Aid Forms, and SA135, and SA139 (Capital Project Aid);

  • Provides information for other State and Federal Aid documents;

  • Evaluates appropriation deficits and transfers and prepares accounting entries for corrections;

  • Provides information for charges to other districts for tuition and health services based on actual costs;

  • Prepares program costs analysis;

  • Serves as the Contact and Control Person for school tax collection;

  • Prepares extensive budget analysis;

  • Communications with the State Education Department to ensure financial compliance with State regulations;

  • Supervises other ancillary systems and/or services as assigned by the Superintendent of Schools or other designated school officials.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Deposits revenues in appropriate funds in a timely manner and records transactions;

  • Maintains accurate accounts receivable records.

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Business Administration, Public Management or a related field; and/or related experience in municipal accounting.
