Role Description
This is a part-time, hybrid role for a Senior Business Analyst located in Buffalo, NY. We are seeking an experienced Senior Business Analyst with a strong background in Finance ERP implementations for U.S. State & Local Government agencies. The Senior Business Analyst will play a critical role in bridging finance business stakeholders and ERP functional/technical teams, ensuring that requirements related to Grants, Projects, Assets, Capital Planning, and Chart of Accounts design are accurately captured and translated into effective ERP solutions. Experience supporting Oracle Fusion Cloud ERP Finance implementations is strongly preferred.

Key Responsibilities
- Lead business process analysis, requirements gathering, and documentation for public sector finance functions
- Facilitate workshops with finance, grants, budgeting, and capital planning stakeholders
- Document current-state and future-state business processes, use cases, and functional requirements
- Support Chart of Accounts redesign initiatives, including segment structure and reporting requirements
- Analyze and document Grants and Project Accounting requirements aligned with public sector compliance
- Support Asset Accounting and Capital Planning workflows, including project-to-asset processes
- Collaborate with ERP functional consultants and technical teams to validate solution design
- Support testing activities including system integration testing (SIT) and user acceptance testing (UAT)
- Assist with data migration validation, reporting requirements, and audit support
- Serve as a liaison between business users, system integrators, and project leadership
Required Qualifications
- 7 years of experience as a Business Analyst or functional analyst on ERP implementations
- Proven experience working with U.S. State & Local Government agencies
- Participation in at least three (3) full-lifecycle ERP cloud implementations
- Strong knowledge of Grants Accounting, Project Accounting, Chart of Accounts design, Asset Accounting, and Capital Planning
- Experience translating governmental accounting and reporting requirements into ERP solutions
- Strong documentation, communication, and stakeholder facilitation skills
- Willingness to travel across the Northeast region as required
Preferred Qualifications
- Oracle Fusion Cloud ERP Finance experience (GL, Projects, Grants, Assets, Budgeting)
- Experience supporting ERP initiatives for transportation authorities, municipalities, or state agencies
- Prior experience supporting ERP data conversion, integrations, and reporting
- Public sector auditing, compliance, or financial reporting experience
