Rogers Water Utilities is seeking a candidate for Project Manager. The Project Manager is responsible for the technical and project management oversight of municipal water and wastewater capital improvement projects, from planning through construction closeout. This role applies engineering principles and techniques to interpret designs and ensure compliance with applicable regulations, while administering contracts and coordinating the work of consultants, contractors, and regulatory agencies.

They are comfortable interpreting engineering plans, guiding design development, resolving field issues, and ensuring projects meet Utility standards, regulatory requirements, and long-term operational needs. Responsibilities:

• Manage planning, design, bidding, and construction phases of water and wastewater capital improvement projects.
• Supervision of 1 to 3 staff members.
• Coordinate with engineers, inspectors, consultants, contractors, regulatory agencies, property owners, and other stakeholders to ensure project success.
• Prepare and/or review technical documents including plans, specifications, cost estimates, schedules, and reports.
• Draft project contracts, assist with contract negotiations, and coordinate legal review with internal or external counsel.
• Prepare bid solicitation packages, coordinate advertising, and support the competitive bidding process.
• Oversee project budgets, track expenditures, and maintain financial accountability.
• Conduct site visits, evaluate field conditions, and support construction inspection efforts.
• Facilitate progress meetings, maintain documentation, and ensure transparent communication with stakeholders.
• Review submittals, RFIs, change orders, and pay applications for accuracy and compliance.
• Monitor project performance, identify risks, and implement corrective actions as needed.
• Ensure all work follows Utility policies, industry standards, permitting requirements, and safety practices.
• Support long-range infrastructure planning and asset management initiatives.
• Perform other related duties as assigned.

Qualifications:

• Relevant experience managing municipal, utility, construction, or civil infrastructure projects (5 years preferred).
• Bachelor’s degree in Civil Engineering Technology, Project Management, or a closely related field is preferred.
• Candidates without a degree may qualify with an equivalent combination of experience, professional certifications, and education.
• Progressive experience in utility infrastructure, capital improvement programs, engineering project coordination, or construction project management is strongly desired.
• Relevant certifications such as PMP, CM, CET, or similar are considered a plus.
• Water distribution operator’s license (Class IV), Sewer Collections operator’s license (Class III) and Wastewater Treatment (Class III) licenses, or the ability to obtain licenses within two years of employment.
• Strong understanding of water and wastewater systems, engineering principles, and construction practices.
• Ability to interpret engineering drawings, specifications, contracts, and technical reports.
• Proficient in project management software, Microsoft Office tools, and CAD or GIS systems.
• Excellent communication skills with the ability to engage effectively with staff, contractors, regulators, and the public.
• Demonstrated ability to manage multiple projects, deadlines, and priorities simultaneously.
• Strong problem-solving skills, with the ability to make independent decisions within established policies.
• Valid Arkansas Driver’s License and ability to conduct field work as needed.
• Professional, dependable, and consistent work history.
