Position Purpose
The Program Manager will assure all administrative support functions are in compliance with policies, procedures of the agency, and rules and regulations for the Case Management Agency (CMA). The Program Manager will be responsible for developing, maintaining, and sustaining Centralized Administration & Referral teams that are responsible for assigning and overseeing the work of administrative professionals to support case managers and administrative functions including the contact center. The Program Manager consistently promotes RMHS’s mission statement and values by displaying proactive and dynamic collaborative efforts with team members and partners across the organization.
Essential Duties
- Develops, implements, and maintains centralized administrative and referral policies and procedures that support the mission of RMHS.
- Responsible for work of the centralized administration & referral teams. Assigns and monitors activities of team members to ensure that tasks, responsibilities, documentation is consistent across program areas.
- Ensures centralized administration & referral is gathering information to support Case Management Agency (CMA) in the most streamlined and efficient fashion.
- Prepares reports that demonstrate team performance against requirements and monitors for improvement.
- Ensure that tasks are compliant with departmental and organizational policies and procedures along with state and federal regulations.
- Assists in identifying needs for training, orientation, ongoing services and assists in the provision of training.
- Responsible for creating and maintaining a culture that supports superior internal and external customer service.
- Examines ways to improve process improvement and how support functions can be implemented.
- Participates in organizational functions related to performance management, quality assurance, and other projects.
- Organizes and assigns projects as needed and requested.
- Acts as a resource to administrative professionals and other staff within the organization.
- Collaborates and meets regularly with program directors and managers to ensure Centralized Administration & Referral teams are providing the most useful support that is relevant, timely, and efficient for each program.
Supervision of Staff
- Provides supervision and guidance to staff.
- Conducts administrative professionals' interviews and trains staff as vacancies are filled.
- Provides regular consultation/coaching to Centralized Administration & Referral Teams and conducts annual performance evaluations of team members.
- Monitors and approves time and attendance, leaves, mileage, and schedules consistent with Personnel Policies and Procedures.
- Meets with individual team members on a scheduled basis to accomplish the above stated responsibilities.
- Reviews reports, contact notes, funding information collected monthly.
- Other duties as assigned.
- Reviews performance of team and identifies strengths and areas to be improved. Follows through with performance management as necessary.

Minimum Qualifications
- Bachelor’s degree in Healthcare Management or Business
- Three years progressively responsible experience in administration
- Demonstrated leadership in managing staff teams
- Experience with building and developing teams, policies, and procedures.
- Experience with change management, program design, and development.
- Experience in developing electronic data management systems.
- Experience with private payers, contracts, Medicaid/Medicare, commercial insurance, benefit, and verification.
Preferred Qualifications
- Bilingual
- Experience working with people with disabilities and/or knowledge of Colorado Departmental Disabilities System.
- Knowledge of Medicaid HCBS Waiver Programs and Requirements
