Job Summary
Rockwoods is actively seeking a highly skilled and experienced Expert Program Manager for a long-term engagement based in Arlington, Virginia. In this role, you will oversee comprehensive project lifecycle operations, balancing resource utilization and production timelines while fostering strong stakeholder relationships.
Key Responsibilities
The selected candidate will be responsible for, but not limited to, the following duties:
- Operational Leadership: Oversee day-to-day project workflows to guarantee adherence to production timelines, maximize resource efficiency, and cultivate productive relationships with stakeholders.
- Project Oversight: Manage financial budgeting, timeline milestones, delivery standards, and risk identification/reduction strategies across all project elements, including software, hardware, facilities, and systems.
- Issue Resolution: Direct and coordinate the mitigation strategies for any operational or production-related bottlenecks.
- Resource Forecasting: Update and maintain weekly tracking metrics of available organizational personnel, assessing contingency variables that influence staffing demands.
- Strategic Planning: Lead a specialized planning cohort tasked with tracking intelligence drivers, predicting future operational requirements, and engineering staffing strategies to fulfill needs across the full mission spectrum.
Required Qualifications & Skills

- Professional Experience: At least 20 years of dedicated experience performing analysis directly aligned with this professional tier, with active practice in this field within the past 24 months.
- Educational Background: Possession of a Master’s degree in a relevant discipline from an institution officially recognized by the U.S. Department of Education.
- Education Equivalence Provision: Consistent with governing contract standards, extensive and directly comparable professional experience may be accepted in place of the degree requirement at the client's discretion. Candidates missing the specified degree are welcome to apply if they have a substantial, proven track record. This allowance does not substitute for required licenses, security clearances, or legally mandated certifications.
- Domain Expertise: A proven background in intelligence planning to effectively facilitate the entire range of operations.
- Leadership Capabilities: A documented history of successfully directing and managing sizeable teams both domestically (CONUS) and internationally (OCONUS).
- Problem-Solving & Analysis: Proven capability to articulate complex issues, oversee research initiatives, and spearhead data collection surveys to deliver expert recommendations.
- Methodological Direction: Established leadership in identifying, structuring, and deploying analytical production techniques and tradecraft aligned with core mission objectives.
- Strategic Advisement: Exceptional ability to deliver high-level technical direction and strategic counsel to senior defense planners and executive policymakers (at the Undersecretary level or above).
- Security Clearance: Must hold an active TS/SCI clearance supplemented by a Counterintelligence (CI) Polygraph evaluated within the past 5 years.
