What are the responsibilities and job description for the Director of Transportation position at Rockwood R-6 School District?
The Rockwood School District is seeking an outstanding administrator for the position of Director of Transportation.
ESSENTIAL FUNCTIONS:
- Lead the Rockwood Transportation Department, providing direct supervision to multiple supervisors and overseeing a team of over 200 office, maintenance shop, and driver employees
- In collaboration with the Director of Finance and CFO, develop and manage a multimillion-dollar annual budget that includes operational and capital costs
- In collaboration with the human resources department, direct the full cycle of human resources functions for the department, including recruiting, hiring, onboarding, staff evaluations, performance management, and development of retention strategies
- Oversee and ensure rigorous compliance with all Missouri Department of Transportation (MODOT), Department of Elementary and Secondary Education (DESE), Federal Motor Carrier Safety Administration (FMCSA), and other state and federal statutes and regulations as well as Rockwood policies and regulations
- Lead efforts to design and maintain a positive, collaborative culture across the department
- Establish and monitor safety standards for all aspects of school bus transportation operations, including stop assignments, routing, and scheduling
- Collaborate with district and building administration in the design of transportation routines and procedures to ensure efficient and safe transport of students as well as student behavior management
- Ensure accurate collection of data and records for all required state and district reports, including inventories and purchasing, maintenance logs, route mileage, student counts, time records, special trips, accident reports, and other required documentation
- Conduct safety inspections and lead accident investigations to foster a safe environment for students and staff
- Oversee all bus maintenance operations and routines to prepare the fleet for the annual Missouri State Highway Patrol state safety inspection, targeting a 100% first-pass rate
- Incorporate transportation routing and route management software systems and databases for planning, forecasting, and monitoring transportation services
- Maintain transportation facilities and equipment for support of effective and efficient function of the department
- Collaborate with district leadership during inclement weather events regarding school closing and student safety protocols
- Share emergency readiness response duties and manage 24-hour operational needs, including acting as the primary point of contact for police and/or district administration calls after hours
- Act as the primary liaison for Teamsters Union Local 610, working collaboratively with leadership and shop stewards during negotiation processes and resolving ongoing issues and concerns
- Develop and provide comprehensive onboarding and in-service training programs for all transportation staff
- Interpret and effectively communicate transportation procedures and regulations to district administration, staff, students, parents, and other members of the public. Manage day-to-day contact with all stakeholders to resolve issues promptly
BASIC REQUIREMENTS:
- Bachelor’s degree preferred, or a combination of education and experience
- A minimum of five years’ experience in transportation supervision
- A minimum of three years’ experience involving leadership, decision-making, management, and long-range planning
- Must possess a valid Missouri Commercial Driver’s License (CDL) with a School Bus (S) endorsement
- Experience with and knowledge of technology, to include Microsoft Office, Google, routing software and GPS tools
- Experience dealing with Teamsters Union preferred
- Missouri Association of Pupil Transportation (MAPT) Professional Certification preferred
- Consistent and regular attendance is an essential function of this position
