This position reports directly to the Program Manager-Youth Build.
DIRECT REPORTS
This position does not have direct supervision over subordinate employees.

DESCRIPTION OF DUTIES:
General Duties: Youth Build is a community-based pre-apprenticeship program that provides job training and educational opportunities for at-risk youth ages 16-24 who have dropped out of high school. This position will be part of an innovative team of service providers and educational experts working collaboratively to create and implement an innovative program for eligible youth in the City of Rockville who face significant barriers to education and employment.
The primary purpose of the Youth Build Job Developer to assist program participants in setting goals to learn skills in construction, earn GEDs, engage in community service and civic engagement, and prepare for postsecondary training and education opportunities including post-secondary opportunities in college, apprenticeships, and employment. The Job Developer will create work experience and targeted, relevant professional training opportunities that align with the needs and expectations of employers or other post-exit partners The Job Developer will begin preparing and supporting Youth Build participants for post-program transitions upon participant’s enrollment in the program through soft skills development, supportive services connection, and through the use of interest and skills assessments based on competency models. To ensure participants are fully engaged and prepared for post=program success, the work of the Jobs Developer begins at the inception of participants’ enrollment and continues throughout the lifecycle of the grant.
Essential Job Functions:
- Deliver services in accordance with the Solicitation Grant Application (SGA) and Statement of Work (SOW) in the grant application.
- Build and maintain working relationships with community organizations, city, state, county, and federal agencies.
- Establish strong relationships with Construction industry associations and employers to develop sector-related employment opportunities for participants in the RHE Youth Build program.
- Coordinate onsite recruitment events for graduating Construction Cohorts prior to graduation.
- Schedule frequent employer visits with Hiring Managers to promote community engagement and hiring RHE-Youth Build graduates.
- Stay engaged with employer and job seeker to ensure successful job placement of participants in construction-related employment and retention of those placed in unsubsidized employment upon program completion.
- Initiative-taking planning and troubleshooting to ensure job seeker commitment to attend employer interviews on time and to show up on time to work once placed.
- Collaborate with other RHE-Youth Build Team Members and community partners to ensure participant success.
- Facilitate job readiness workshops including resume development, mock interviews, career path development and the promotion of skills needed for career success.
- Ensure 100% of Youth Build participants develop a resume during job readiness training.
- Inform participants of potential employment opportunities throughout their participation in the program. This includes opportunities with trade unions and other organizations that can assist with career opportunities.
- Provide participant support during technical training classes as assigned by the Youth Build Program Manager.
- Conduct recruitment and outreach activities as needed to ensure adequate program enrollment.
- Coordinate onsite and offsite employer partnerships, guest speakers, and worksite visit presentations to cohorts during training and at graduation.
- Promote participants to sector employers in advance of graduation.
- Meet or exceed annual job placement and retention outcomes based on contractual goals and established performance outcomes.
- Develop and expand employer relationships and opportunities with quality employers with a focus on employers that can hire candidates and offer living wage opportunities with career growth opportunities within the company.
- Lead efforts to collect outstanding placement and retention documents (e.g., paystub, employment verification)
- Work closely with RHE-Youth Build’s staff and other workforce staff with RHE-Youth Build partners to ensure all employer needs are identified and fulfilled.
- Deliver oral presentations as requested to program participants and employer/industry associations.
- Complete real time data entry and milestone tracking in database.
- Adhere to RHE’s Department of Client Services calendaring procedure to ensure coverage, support, and collaboration.
- Perform other duties, as assigned.
- Participate in program evaluation process.
- Report to, and take direction from, Youth Build Program Manager.

Qualifications
Experience and Education:
- Bachelor’s degree in business, business management, social work, sociology, psychology, counseling, or related field, required.
- 1 year experience working with young adults, ex-offenders, and/or youth with significant barriers, including youth in foster care system as a social service provider, required.
- Relevant experience of at least 3 years may substitute for degree requirement.
Preferred Experience:
- Experience working with targeted populations of youth ages 16-24 years of age with significant “conditions”, or “barriers” preventing them from achieving education and career goals.
- Experience working with private sector and/or public sector employers to help find qualified job candidates.
- Knowledge of Montgomery County and City of Rockville’s community resources and social service providers.
