Employee in this position is responsible for leading a team that determines eligibility for Adult Medicaid benefits, which includes processing applications, managing caseloads, and ensuring compliance with program policies. This lead role involves a higher level of responsibility, including training new employees and providing remedial and/or refresher training to existing employees along with reviewing the work of caseworkers. Work is performed under the limited supervision of the Income Maintenance Supervisor II.
Examples of Duties
Example of Duties:
- Perform second-party reviews of caseworker files to ensure accuracy, compliance with federal and state regulations, proper documentation, and timely action
- Spot recurring errors or trends during case reviews and assist supervisor in developing and delivering remedial training
- Assist supervisor by monitoring staff performance, managing workloads, and helping staff meet case management goals
- Provide ongoing training for new and existing employees on policy changes, procedural updates, and computer systems such as NC Fast
- Carry a partial or full caseload in addition to lead worker responsibilities. This may also include covering vacant caseloads during staff absences
- Analyze household data, verify documentation, and apply complex regulations to determine initial and ongoing eligibility for Adult Medicaid program benefits
- Manage a complex caseload related to Adult Medicaid, including Long-Term Care, Special Assistance, and other related programs. Assist with more difficult cases that may be escalated from other caseworkers.
- Produce and review reports, logs, and quality assurance documentation to ensure compliance and timeliness goals are being met
- Assist with internal and external audits, quality control checks, and compliance reviews
- Performs other duties as assigned or requested
Knowledge, Skills and Abilities:
- Thorough and in-depth knowledge of Adult Medicaid policies and procedures, along with a general knowledge of other income maintenance programs, and of other agency and community services
- Ability to analyze and interpret complex rules, regulations, and procedures
- High level of proficiency with the relevant state computer systems for eligibility, such as NC Fast
- Strong ability to work independently, prioritize a heavy workload, handle multiple tasks, and work within strict, time-sensitive deadlines
- Ability to instruct, train, mentor, and evaluate the work of assigned staff on policies, procedures, and program functions
- Excellent written and verbal communication skills to interact with clients, staff, and other agencies, sometimes under stressful or difficult circumstances

Minimum Qualifications
Minimum Education and Experience:
High School diploma or GED and considerable experience working with NC Fast and Medicaid programs in a health and human services agency; or significant experience in an income maintenance position involving public contact, financials, customer service and eligibility determination, or equivalent combination of education and experience.
Preferred Qualifications:
Preference will be given to applicants with Adult Medicaid Income Maintenance experience

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.

Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan. Contributions will be matched by the county, up to 1% or their annual base salary.
