General Definition of Work
Performs advanced health and human services work developing and implementing health and social services strategic planning and reviewing quality assurance processes for all program delivery areas, as well as measurement methods for capturing achievement of local/state/federal requirements.  The Program Manager provides informational materials and communicates program criteria/achievements to the community, superiors, the Consolidated Health and Human Services Board, County Manager, and Board of County Commissioners. He/she participates on boards and coalitions to coordinate departmental participation in strategic planning and implementation of community programming, as well as evaluate the effectiveness of social services initiatives. An employee in this class is responsible for planning, developing, coordinating, and managing strategic planning for programs and reviewing quality assurance for the County's Social Services with a primary focus in Child Welfare in order to meet county/state/federal requirements for programs and services. This position plans, organizes, and directs day-to-day functions; monitors results. Work is performed under the limited supervision of the Social Services Director and the Assistant Social Services Director and is evaluated by reports, discussions, program achievements/effectiveness, and by observation in terms of the overall accuracy and quality of the work.

Develops and maintains quality assurance and local policies, procedures, and practices to meet the legislative requirements in the MOU between County DSS and NCDHHS.   Provides continuous monitoring of critical outcomes, administrative functions, reviews data, customer satisfaction, and regulatory compliance. 
Develops and maintains quality assurance and local policies, procedures, and practices to meet the requirements for program-specific audits conducted at the Department of Health and Human Services.
Participates in development of job descriptions for future additional monitoring positions, interviewing, selection of any new program staff, as well as conducting ongoing performance management and supervision of subordinates.
Conducts research; analyzes current statistics, creates comparative local/state/federal data; identifies trends, recognizes achievements and programs needing improvement, strengths, and weaknesses; interprets data to formulate goals and objectives for Social Services and strategic planning.
Prepares and provides informational materials and presentations, as requested.
Prepares reports and other types of correspondence; prepares and maintains files and records.
Participates on boards and community coalitions at the local, regional, state, and/or national levels to support in strategic planning and achievement of required performance standards.
Provides training related to achieving and monitoring goals and standards.  Provides technical assistance, as needed, to forward practice and goal attainment.
Assists with Disaster Preparedness.
Evaluates effectiveness/performance of programs and services (which may include individual practice/performance in those programs/services, as well as supervision thereof) to promote accuracy, accountability, and quality.
Performs related duties as required or assigned.

Knowledge, Skills and Abilities
Comprehensive knowledge of County and department policies and procedures.
Comprehensive knowledge of federal, state, and local laws and regulations related to delivery of Child Welfare Programs with more specific knowledge in Child Welfare services and resources. 
Extensive knowledge of methods and techniques used to plan, evaluate, monitor, and capture achievements, as well as areas for improvement, across the many various programs that Social Services deliver.
Extensive knowledge of the texts, publications, and manuals (including online locations) applicable to area of assignment.
Thorough knowledge in preparing reports and other types of correspondence.
Thorough knowledge in the use of standard office equipment and associated software.
Ability to communicate risks and avoidance measures effectively both orally and in writing.
Ability to make arithmetic computations.
Ability to compute rates, ratios, and percentages.
Ability to understand local and national statistics.
Ability to compute analyze data. 
Ability to effectively negotiate.
Ability to work independently in developing goals, activities, priorities and tasks as well as meeting deadlines inherent to assigned areas of responsibility.
Ability to establish and maintain effective working relationships with agency personnel, elected officials, State agencies, regional and State partners, and the general public.

Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, frequently requires walking and occasionally requires standing, using hands to finger, handle or feel and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Education and Experience
Master's degree in social work, public administration, healthcare administration, human services administration, or a human services programmatic field, and three years of human service experience in research and evaluation; or graduation from a four-year college or university and five years progressive administrative or consultative experience in a human services program; or equivalent combination or education and experience.
Preference will be given to candidates with monitoring and program experience in at least one, but preferably multiple, programs, include social services, behavioral health.

Preference will be given to candidate with experience understanding data and developing statistical reports.

Special Requirements
Valid driver's license in the State of North CarolinaNote: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
