Rock Region Metropolitan Transit Authority seeks to fill an impactful leadership position – Chief Financial Officer. Reporting to the Chief Executive Officer, the CFO will serve as a strategic executive leader responsible not only for financial stewardship and compliance, but for advancing METRO’s long-term financial sustainability, operational effectiveness, and strategic priorities. 

Founded in 1986, Rock Region Metropolitan Transit Authority (METRO) is Arkansas’s largest public transit provider, delivering nearly three million passenger trips annually throughout the Little Rock region. As a dynamic and community-focused agency, METRO is committed to expanding mobility options, improving equity of access, and shaping a more sustainable and connected Central Arkansas. The organization comprises five branches – METRO Local, METRO Streetcar, METRO Links paratransit service, METRO Connect on-demand ride-sharing service, and METRO Pool jobs-access vanpool service – and is funded through partner jurisdictions, federal formula funds, rider fares, the Arkansas Public Transit Trust Fund, one-time competitive grants (when available), and miscellaneous income streams.

METRO seeks an individual who will oversee all aspects of the organization’s financial operations and activities in accordance with policies and procedures. Principal responsibilities will include leading all core finance functions; maintaining compliance with and records of FTA financial management systems and programs; create, integrate, and evaluate METRO’s financial programs and supporting information; lead long-range financial and capital planning; oversee all financial analysis and reporting activities; serve as the primary financial advisor to the CEO and Board of Directors; maximize funding opportunities; and oversee and evaluate performance of department staff. 

A typical way of demonstrating qualifications is to: 

  • Hold a master's degree in accounting, finance, business administration or a related field. 
  • Have accrued a minimum of 10 years of progressively responsible executive-level finance leadership, including experience with complex organizations, public-sector or highly-regulated environments, and multi-million dollar operating and capital budgets.
  • A CPA designation is strongly preferred, reflecting the level of professional judgment, ethical responsibility, and fiduciary leadership required for this role.

Additionally, candidates must demonstrate an in-depth knowledge of accounting practices and principles, executive decision-making, budget development, federal financial regulations, automated financial and accounting reporting systems, and public financing strategies. The selected individual will possess organizational leadership, the ability to maintain composure under pressure, and sound and accurate judgement. Compensation for this position includes an annual salary range of $115,000 to $130,000, plus healthcare, retirement, paid leave, and relocation assistance if applicable.
