Responsible for managing the accounting, AR, AP and payroll functions and DPW Accounting staff at the Public Works Department. Key functions include and are not limited to, annual budgeting, audit coordination and preparation, WISDOT and municipal financial contracts. Responsible for the maintenance of accounting records, preparation of financial statements and reports to governmental agencies. This position is also responsible for DPW specific software management, maintenance and training. Records and systems are to be maintained consistent with Federal, State and county guidelines and in accordance with generally accepted accounting principals.

- Plans, coordinates and directs the activities of the Public Works accounting functions.
- Establishes and implements financial policies and procedures.
- Manages and maintains Public Works specific software solutions (RTVision, CHEMS, Highway Billing, etc.).
- Prepares regular and special financial reports as requested.
- Reviews accounts receivable invoicing to WISDOT, municipalities and other customers.
- Prepares Wisconsin Department of Transportation reports.
- Reviews, maintains, and reconciles the general ledger, prepares monthly and adjusting journal entries for compliance with Highway cost accounting and standard accounting principles and practices.
- Plans, coordinates, and prepares year end audit workpapers for independent auditors.
- Maintains the departments capital assets listing, including year-end audit work of additions, deletions, depreciation, etc.
- Assists with annual budget development.
- Attends meetings as required.
- Supervise accounting staff with various duties related to the fiscal operation of the Department.
- Complete required performance evaluations, maintains updated position descriptions, assign duties, trains employees, manages time off requests etc.
- Designs and maintains an up-to-date procedure manual for the Public Works financial staff.
- Knowledge of Generally Accepted Accounting Principles.
- Knowledge of Wisconsin Highway Cost Accounting.
- Knowledge of computer software packages, including but not limited to excel, word, outlook, teams, RTVision, CHEMS, Finance Enterprise, FASTER, etc.
- Ability to manage time effectively.
- Ability to gather, analyze and evaluate data.
- Ability to prioritize and coordinate multiple assignments.
- Ability to lead, motivate, supervise, train, and coordinate work of staff.
- Ability to effectively analyze and solve problems.
- Ability to work and communicate effectively.

- Bachelor's Degree in Business Administration, Accounting or related field.
- Three to Five (3-5) years accounting experience; Public Works Department experience desired.
- Supervisory experience.
- Experience working in a governmental agency preferred.
- Ability to stand, sit and walk for periods of time.
- Ability to use a computer and computer keyboard and mouse.
- Familiar with the use of other types of office equipment such as printer, copy machine, fax machine, etc.
- Almost all work indoors.
