Position Summary and Job Duties
The position involves the responsibility of participating in the administration, compliance, and mission of the Rock County Youth Services Center. The position includes direct supervision of YSC Supervisors, training of staff, policies and procedures enforcement, coordinating the delivery of collateral services to youth, managing personnel related matters, assisting the Administrative Professional with scheduling and request for paid benefits, and ensuring all shift supervisors complete Dayforce entries and approval accurately and complete them in the supervisor's absence. The position is responsible for supporting a culture of care and practice which is welcoming, responsive, and focused on the comprehensive safety and wellbeing of youth, families, and staff. Serves as Acting Operations Manager in the absence of the Operations Manager.
The position supports and promotes the Mission, Vision and Guiding Principles of the Human Services Department. The position performs in a manner consistent with the HSD Professional Standards and “Commitment to My Co-Workers.”
50% - Oversees the efficient and effective day to day operation of the YSC
- Directly oversees shift supervisors, this includes bi-monthly presence on each shift. The position is required to be on the floor 10-15 hours on average per week which may include covering or providing direct shift supervisor coverage.
- Consults with shift supervisors and staff on issues which may occur during work hours.
- Regular debriefing of use of force and critical incidents with staff and document them.
- Assisting the Administrative Professional with the daily schedule of the facility and approves requests for paid benefit time.
- Ensuring all shift supervisors complete Dayforce entries and approvals accurately and complete them in the supervisor's absence.
- Provides on-call support on a 24-hour basis by telephone and in person, as required by crisis and emergency situations rotating with YSC Operations Manager and the Youth Justice Supervisors.
- Assists in the facilitation of the YSC Communication Group and the YSC Management Team meetings.
- Interviews, hires, coaches, conducts bi-annual performance evaluations on supervisors/relief supervisors, and conducts/facilitates employee investigation, including training supervisors to assist with these tasks.
- Facilitates internal POSC (PRINCIPLE OF SUBJECT CONTROL) training including scenarios and role playing.
- Provides input for the training program of new staff and recommends changes/updates.
- Assumes Operation Manager duties following all policy and procedures as would be performed by the Operations Manager.
- Assists YSC Operations Manager with compliance in DOC 346 Licensing Regulations. This includes assisting with the annual DOC inspection, the DOJ inspection, and the annual health inspection as mandated by the Department of Public Instruction.
- Acts as a role model by consistently implementing all YSC Policy and Procedures including Work Rules and Behavior Modification Program. Communicates with YSC Operation Manager any necessary suggested changes.
- Weekly review of incident reports and hands-on/use of force reports and video footage. Monthly review of kitchen logs, all locking mechanisms inside and outside of the Youth Services Center, and MARS (Medication Administration Record System) compliance.
- Will be responsible for the Department of Public Instruction (DPI) meal requirements including taking on the role of the Food Services Director, uploading required documentation monthly, and obtaining/maintaining the ServSafe certification.
- Works with the YSC case manager to ensure proper treatment and care coordination of youth.
- Works with facility nurse on health related care for youth.
- Works with the facility teaching staff (Janesville School District) to ensure proper educational services for youth.
- Ensures staff consistently implement the behavior management program as well as the ACTIONS program.
- Ensures bi-annual performance evaluations are completed on all YSC staff.
- Provides guidance and oversight to YSC Supervisors on Leadership Charter, Professional Standards, and Commitment to My Co-Workers documents.
- Conducts bi-monthly 1:1 consultations with all Supervisors with a structured agenda to ensure professional growth, development, and collaboration amongst the YSC management team.

- Certified instructor in Principles of Subject Control (POSC) within the first year of employment.
- Wisconsin Juvenile Court Intake Worker Certification within the first year of employment.
- Wisconsin Juvenile Detention Officer Certification within the first year of employment.

Job Requirements, Education, Training & Experience
- Graduation from an accredited four year college or university with background in Sociology, Criminal Justice, Social Work, Human Services, or closely related field.
- Experience working with youth between the ages of 12-17.
- Adequate Supervisor Experience, is preferred.
- Must possess and maintain a current unrestricted (not due to corrective lenses) driver's license and auto insurance pursuant to the Rock County Administrative Policy and Procedure Policy 5.02 and 5.27.
- Certified instructor in Principles of Subject Control (POSC) within the first year of employment.
- Wisconsin Juvenile Court Intake Worker Certification within the first year of employment.
- Wisconsin Juvenile Detention Officer Certification within the first year of employment.

In an emergency situation, Youth Specialists must be able to physically restrain youth using the Principles of Subject Control (POSC); break up physical altercations between and with youth; provide suicide intervention and first aid as necessary; and lead evacuation and rescue efforts should there be an emergency situation in the building such as a power outage, fire, tornado, or other environmental issue.

Most work is indoors in the Youth Services Center - a secure free standing residential facility. Frequent Department and County meetings at other locations.
