Principal Duties and Responsibilities

1. Exercises supervision over a small to moderate number of subordinates engaged in substantive work of the organization. Is responsible for ensuring timely performance of a satisfactory amount and quality of work, and duties of reviewing work products of subordinates and accepting, amending, or rejecting work. Makes recommendations for appointment, promotion, or reassignment involving such positions. Hears and resolves complaints from employees. Recommends action in more serious cases. Identifies developmental and training needs of employees. Provides or makes provisions for development and training.

2. Directs the operation, both in scope and complexity. Collaborates with heads of FAA facilities and civil organizations to negotiate, decide on, and/or coordinate work related changes affecting the facility or other units. Advises officials at higher levels on problems involving the work of the facility as related to other broader programs and their probable impact. Recommends solutions to problems.

3. Plans work to be accomplished by subordinates. Sets priorities and establishes schedules for completion of work. Assigns work to subordinates taking into consideration the difficulty and requirements of the assignments and capabilities of employees. Gives advice, counsel or instruction to individual employees on both work and administrative matters. Makes decisions on work problems presented by subordinates or subordinate supervisors. Identifies developmental and proficiency controller training needs. Isolates training problems and makes provisions for obtaining needed training.

4. Interviews candidates for ramp control positions. Recommends selection for non- supervisory positions. Evaluates subordinates and recommends unsatisfactory performance ratings and awards as appropriate. Prepares letters of commendation.

5. Hears employee complaints not resolved by subordinate supervisor. Determines if corrective disciplinary action is warranted and decides whether informal or formal measures should be used. Assures that action taken is fair and equitable and is consistent with company policy governing conduct and discipline.

6. Acts on disciplinary cases involving minor adverse actions. Reviews discipline cases involving major adverse actions, i.e., suspensions to removal.

7. Assures the maintenance of facility records, adequate supplies, satisfactory equipment operation, and adequate employee working conditions. Assures facility compliance with both technical and administrative regulations.

8. Participates in investigations of accidents/incidents. Assures proper reporting of all incidents or irregularities.

9. Makes major recommendations and takes action on matters such as those indicated below:

a. Provides input on planning including radio and communication needs, additional positions of operation, personnel requirements and other requirements necessary to meet the projected needs of general aviation, air carriers and military users.

b. Continually evaluates existing services and traffic flows in order to assure effective use of available resources. Maintains a continuing program of evaluation to determine quality and adequacy of services rendered through personal observation, monitoring and regular contacts with all types of users.

c. Makes assignments of collateral duties to controllers, which may include such functions as planning and procedures, defense readiness, preparation of watch schedules, etc. Continually evaluates the facility's management effectiveness with a view toward improvement.

d. Ensures that procedures used do not discriminate against the different types of aviation users that are provided apron control services.

e. Designs terminal procedures and internal operating procedures to affect an even distribution of workload. Recommends changes in resources and equipment necessary to meet increasing demands for service due to increased activity and improved technology in aircraft. Strives to reduce operating costs without impairing overall operations, e.g., methods improvement, reducing overtime requirements, etc.

10. Determines the need for and develops specialized procedures to meet local requirements or recommends changes in standard procedures. This includes procedures for implementation of noise abatement, developing letters of agreement, etc.

11. Maintains contacts with representatives of airlines, pilot associations or other aviation groups, civic and community organizations and individuals to determine the adequacy of service; determine needs and future requirements, to discuss alleged pilot deviations, to explain regulations and services, and to encourage a better understanding of the system. Conducts open meetings on a regular basis to discuss programs, problems, etc., and to receive suggestions and/or criticisms concerning services rendered.

12. Realizes Equal Employment Opportunity (EEO) concepts to overall supervisory/managerial responsibilities. Demonstrates ability to treat all employees in a fair and equitable manner without regard to race, color, sex, religion, national origin, age, or physical handicap. Provides input to the identification and resolution of EEO problems and cooperates with officials on matters pertaining to problems and complaints of discrimination.

13. Performs other duties as assigned.

SUPERVISION RECEIVED

The supervisor is subject only to the limitations of RVA/FAA policy and guidance and supervision given by higher authority. Day-to-day operating decisions are generally made without opportunity for reference to supervisors.

REQUIREMENTS

All Supervisory staff shall have a minimum of five (5) years’ experience related to support of ramp control operations with a minimum of three (3) years’ experience in a supervisory capacity.
