General Description of Duties and Responsibilities:
The Director of HIV Services for Robeson Health Care Corporation(RHCC) provides leadership and direction in the development, initiation, and ongoing direction of HIV and AIDS care, prevention, counseling, testing, referral, and partner notification programs. This position will have the responsibility of monitoring and facilitating all HIV Services programs in other countiesto dictated by federal grants. This position will be responsible for assisting the HIV Staff Physician/Providers with the design of data collection tools, the acquistion of data, and the formulation of corporate, local, state and federal reports regarding the Health Resources Services Administration HIV AIDS Bureau (HRSA/HAB), North Carolina Department of Health and Human Services (NCDHHS) and other related grants, and general HIV/AIDS, STDs, program development, grant writing, grants management, budgeting, program evaluation, technical writing, HIV education and knowledge of diverse funding sources. This position is responsible for coordination of all HIV services for Columbus, Cumberland, Hoke, Montgomery, Moore, Richmond, Robeson, and Scotland Countries (and all future RHCC sites and contract sites for HIV Care).
Duties:
1. Maintain daily responsibility for Ryan White HIV Services and all HIV-related services.
2. Complete mandatory reporting for HRSA/HAB for HIV Services.
3. Serve as Project Director and Grants Manager for HRSA/HAB Ryan White Services grants.
4. Supervise the HIV Referral Coordinator(s), HIV Registered Nurse Care Coordinator(s), HIV Medical Case Manager(s), Bridge Counselor(s), Outreach Coordinator(s), Peer Educator(s), Data Manager(s) and any future positions assigned.
5. Supervise/oversee all sites, internal and external of RHCC including but not exclusive to: All RHCC HIV Services Teams; CommWell Health (CWH) HIV Service Team. Coordinate services between each site (RHCC, CWH, etc.) for Ryan White Part C and D services and for HIV Rapid Testing.
6. Coordinate with CWH the Ryan White Part C and D services for Cumberland County area providers and ensure no duplication of or gaps in services between Ryan White Part B, C and D.
7. Serve as liaison between RHCC HIV Services and area HIV Service Providers outside of RHCC including Local, Regional, State and Federal Agencies. (inclusive of grass roots organizations, community organizations and other groups with similar interest in HIV diagnosis, treatment and care).
8. Facilitate multidisciplinary team meetings for Ryan White HIV Services for all sites at RHCC and its subcontract sites.
9. Maintain that CAREWARE (NC DHHS and RHCC Versions), EPIC/RW Ryan White Module used for Ryan White HIV Services and all related data collection and data reporting software, hardware, and firmware are current, up to date and working properly.
10. Coordinate with IT department the maintenance, support and building of data services for HIV program.
11. Gather data for and create mandated reports for Ryan White Services. When requested, compile reports for submission to the RHCC Board of Directors, Corporate Performance Improvement Committee (CPIC), Compliance and Risk Management Committees.
12. Serve as the liaison between the HIV program and RHCC medical providers to facilitate smooth delivery of services.
13. Writes Ryan White and other HIV services continuation and competing grant applications.
14. Collaborate and provide technical support to all sub-grantees in their implementation of all Ryan White services.
15. Work with clinical and administrative staff in designing remedies for service gaps related to all the Ryan White programs.
16. Meet regularly with clinical and administrative staff to ensure coordination of activities.
17. Represent Robeson Health Care Corporation at Region V HIV/Dogwood Health Care Network Meetings, NC DHHS AIDS Care Unit Provider Meetings, NC Regional Quality Meetings, Statewide Coordinated Statement of Need Meetings; all Federal HIV/HIV-Related meetings and all other HIV-related meetings.
18. Participate in local and/or help formulate HIV Task Force Type Meetings in all counties covered by RW grant services.
19. Maintain open lines of communication with HRSA/HAB, CommWell Health Community Health Center, other community health centers and agencies with which RHCC collaborates regarding all Ryan White services, NC DHHS, US DHHS, CDC, etc.
20. Explore possible sources of funding for services directed toward continued and enhanced Ryan White Services.
21. Coordinate the CQI activities of all Ryan White programs for target coverage area.
22. Perform basic in-house (departmental) accounting for Ryan White Services grant and subcontracts. (Review, create, track and maintain budgets/expenditures for all Ryan White services).
23. Initiate, Supervise, maintain and oversee existing contracts for Ryan White HIV Services.
24. Supervise and Provide/Arrange Training and Education for HIV Rapid Testing program.
25. Arrange for, coordinate or provide HIV Training for behavioral health staff for continuing educational credits.
26. Create and negotiate all contracts for Ryan White HIV Services.
27. Assist with the evaluation and coordination of training needs for all HIV staff/team members.
28. Coordinate efforts with the subcontract sites to perform cross-site meeting and training for our EIS and CQI teams.
29. Manage and coordinate the HIV Rapid testing for RHCC and prepare routine reporting for NC DHHS.
30. Perform other necessary duties as required by RHCC to meet the goals of providing comprehensive health care services.
31. Serve as back up care coordinator, medical case manager and service coordinator.
32. Oversee/coordinate/facilitate consumer advisory council and support group activities.
33. Keep aware/informed of the local health care environment and its impact on provisions of services (i.e. State budget cuts, ADAP, managed care, health care reform, etc.) and assure that it is reflected in the strategic planning process.
34. Oversight and management of the daily operations and the budget, which includes regularly meetings with budget/finance department on all budget related issues.
35. Actively participate in the screening/hiring process (in conjunction and under the direction of the Human Resources Department) of all Ryan White Staff as appropriate
Skills:
- Ability to perform and apply basic mathematical and accounting concepts.
-Ability to accurately aggregate and report data in computerized format.
-Ability to create, manage, modify, track and report all budgetary issues, which includes creation and monitoring of budgetary activities for the Ryan White HIV Services Programs.
-Master's degree in public health, public administration or related discipline with 2 years of experience in a public health or other health care settings with tenure in HIV-related services, or a bachelor's degree 5 years of related experience.
