We are looking for an experienced Procurement Specialist to join our team in OKC, Oklahoma. This Contract-to-permanent position involves managing the full lifecycle of subcontract agreements, including negotiation, drafting, administration, and performance oversight. The role requires a strong understanding of procurement processes, federal regulations, and supplier evaluation to ensure compliance and high-quality outcomes.Responsibilities:• Oversee the entire subcontracting process, from negotiation and drafting agreements to administration and performance monitoring.• Prepare and manage Requests for Proposals (RFPs) and Requests for Quotes (RFQs), evaluate submissions, and recommend subcontractors.• Conduct cost and price analysis to ensure competitive pricing and prepare sole source justifications when necessary.• Administer various subcontract types, including Time & Materials (T& M), Cost Plus, and hybrid agreements.• Negotiate supplier agreements and monitor supplier operations to ensure reliability and value.• Maintain compliance with government regulations such as the Service Contract Act and Davis-Bacon Act.• Collaborate with shop supervisors to identify procurement needs and coordinate schedules.• Conduct site visits to verify subcontractor performance and adherence to contractual terms.• Supervise team members and foster collaboration across departments.• Ensure adherence to safety and health standards while managing procurement activities.
